No inventory of the 0-5 yeaz mine panel would be <br />required if mining begins within 3 years of the 1998 botanical survey. <br />• In consultation with the BLM and USFWS, American Soda would develop a specific plan for <br />restoration of unoccupied suitable habitat disturbed during well field and :road construction. <br />This plan would be field tested to ensure that the restored habitat promotes suitability for the <br />desired species over suitability for potentially competing species. <br />Colorado River Cutthroat Trout <br />• The width of construction in the stream and riparian zone would be reduced to the m;n;mum <br />necessary, and removal of lazge trees would be avoided. <br />• Construction across streams would be limited to no more than one day per crossing. <br />• Siltation would be prevented by use of appropriate erosion controls during and following <br />construction. <br />• American Soda would restore the streambed, stream banks, and riparian :one in consultation <br />with the CDOW. <br />Parachute Penstemon, Uinta Basin Hookless Cactus, and t~her Sensitive Plant Species <br />• American Soda would conduct botanical clearance surveys in the appropriate season in <br />advance of construction in previously unsurveyed portions of the pipelinc: route (MP 32 to <br />35). A copy of the survey report would be provided to the BLM. If listed species aze <br />encountered, American Soda would consult with the BLM and the USFVi7S to develop <br />mitigation or project modifications to avoid impacts. American Soda would consult with the <br />BLM regazding the occurrence of sensitive species. <br />Visual Resources <br />• American Soda would minimise ground disturbance to the extent possible, including areas of <br />cut and fill. American Soda would min;m;~e soil sidecast on the downhill slopes of road cuts <br />or well pad areas. <br />• At the Piceance Site, American Soda would paint facilities a color agreedl to by BLM to <br />blend with the surrounding landscape. At the Parachute Site, structures vvould be painted a <br />natural brown color agreed to by Garfield County to reduce their visibility from the <br />community of Battlement Mesa, the Town of Parachute, and other neighboring azeas. <br />• The project sites would feature mercury vapor lighting, installed to provide adequate lighting <br />for workers in accordance with OSHA standards. Light fixtures would include visors to <br />reduce glare when viewed from off site. <br />Socioeconomics <br />BLM encourages American Soda to support the following where possible: <br />2-6 <br />
