- 2 - <br />planned future surface disturbance is the construction of a sediment pon3 <br />and topsoil stockpile which will occur after permit approval. <br />Coal is mined underground in a down dip direction using continuous miners <br />with a room and pillar method of niaing. The workings have already pro- <br />gressed to a point about 1400 feet from the portal entries. The opera- <br />tion will produce approximately 123,000 tons of coal per year with pos- <br />sible increases to 246,000 tons in the second year. The total anticipa- <br />ted production for the permit term is around 369,500 tons over a two or <br />three year period. Mining during this term will aid the Salt Creek Hin- <br />ing Company in determining the feasibility of further mining of coal be- <br />yond the permit term. <br />The loadout is located along a railroad siding in Loma, Colorado, some 20 <br />miles due south. The loadout facility will be permitted under the permit <br />issued for Salt Creek Hining Company's the ;iunger Canyon Mine and infor- <br />mation pertaining to the loadout is included in the Hunger Canyon permit <br />application. Review, approval and permitting of the facility by Colorado <br />Mine Land Reclamation Division (CKLRD) and OSH will occur during the <br />Munger Canyon permitting process. <br />Salt Creek Mining Company has also submitted an application for a loadout <br />facility near Mack, Colorado. This facility will be used when the mines <br />reach full production. The Mack Loadout proposal is currently under re- <br />view by CMLRD. <br />(~\ No topsoil was stripped or stockpiled prior to the development of the <br />~•a~ surface facilities. The development occurred before the Colorado Surface <br />Coal Mining Reclamtion Rct and its requirements to salvage topsoil. Con- <br />struction of the sediment pond will require stripping of topsoil. Top- <br />soil will be salvaged from future disturbances to assist in reclamation <br />of the eaisting disturbance after mining. <br />When mining ceases for this operation, the portals will be appropriately <br />sealed and backfilled. The bench area will be graded to the approaiiate <br />original contour and appropriate drainage will be reestablished. The <br />disturbed surface will then be topsoiled, seeded_.and mulched to establish <br />a vegetation cover of a variety consistent with the natural vegetation in <br />the vicinity. <br />B. _OSM's amendment to the company's proposed action to bring the mine <br />The permit application and stipulation will become a binding part of the <br />permit approval. The stipulations for the t4cClane Canyon Coal Mine are <br />as follows: <br />1. Prior to the transport of any roof fall or other waste material pro- <br />duced at the HcClane Canyon dine to the proposed Hunger Canyon dis- <br />posal site, the OSM and CMLRD must approve the proposed Munger Can- <br />yon site for use as a waste disposal site. <br />~~ <br />
