ENVIRONMENTAL ASSESS1fENT on the MC CLAIv'E CAWON *II\z ~u~ Introduction: Sheridan Enterprises, Inc. applied for a permit under the Colorado Surface Coal "fining Reclamation Act to mine Federal coal at the McClane Canyon Mine. The Salt Creek :lining Company succeeded to the right of the permit applica- tion. The mine is located in Garfield County, Colorado, approximately 20 miles north of Loma on Colorado Highway 139 in sections 15, 16, 21 and 22 in Township 7 South, Range 102 1Jest. Coal has been mined from the McClave Canyon site since May, 1977: Sheridan Enterprises, Inc. submitted an application for a new permit on December 12, 1980. Since that time the application has been under review by the Division ___ ____ _ -and the Office of Surface Mining to determine compliance with the rules and ___ regulations of the Colorado Mined Land Reclamation Board and the Surface Min- ing Control and Reclamation Act of 1977. On March 31, 1981 Colorado Mine Land Reclamation Division (CMLRD) sent a let- ter to Sheridan Enterprises, Inc. which identified deficiencies in the appli- cation that were noted during the preliminary adequacy review. Resolution of these deficiencies vas required in order for G'1LRD and OSti to make determina- tions of whether the applicant will be in compliance with the Act. Sheridan Enterprises, Inc. responded to the comments in a meeting with CMLRD on Aptil 17, 1981. Responses to the letter and the meeting were submitted to the Divi- sion on May 11, 1981 and May 20, 1981 and were incorporated into the permit application. Further responses were submitted as they were required or com- pleted. Recently Mack Fuel Supply, Inc. a subsidiary of Colorado-Ute Electric Associa- tion, Inc. and Loma Mining Company, a subsidiary of Sheridan Enterprises, Inc., formed a joint venture under the name of Salt Creek Mining Company. Salt Creek Mining Company has become the permit applicant and will be the operator of the McClave Canyon mine for this permit term. Purpose of the Proposed Action: The Surface Mining Control and Reclamation Act requires that within 2 months after a State program for regulation of coal mining is approved that an opera- tor must submit an application for a permanent program approval. Preferred Alternative: Approval of the Hieing and Reclamation Plan with stipulations as follows: A. McClave Canyon Mine`s proposed action. The 1fcClane Canyon Mine employes a room and pillar continuous miner tech- nique. The coal produced is shuttled to a conveyor system within the mine for transport to the surface portal facilities. The coal is crushed, stockpiled and loaded onto highway trucks and transported. Host of the 7.7. acres to be disturbed by the surface facilities have already been disturbed. The existing operation consists of bench portal and face un develoQments, sine supQort trailers, and a coal surge pile. The on1Y
