ENVIRONMENTAL ASSESS1fENT <br />on the <br />MC CLAIv'E CAWON *II\z <br />~u~ <br />Introduction: <br />Sheridan Enterprises, Inc. applied for a permit under the Colorado Surface <br />Coal "fining Reclamation Act to mine Federal coal at the McClane Canyon Mine. <br />The Salt Creek :lining Company succeeded to the right of the permit applica- <br />tion. The mine is located in Garfield County, Colorado, approximately 20 <br />miles north of Loma on Colorado Highway 139 in sections 15, 16, 21 and 22 in <br />Township 7 South, Range 102 1Jest. <br />Coal has been mined from the McClave Canyon site since May, 1977: Sheridan <br />Enterprises, Inc. submitted an application for a new permit on December 12, <br />1980. Since that time the application has been under review by the Division ___ ____ _ <br />-and the Office of Surface Mining to determine compliance with the rules and ___ <br />regulations of the Colorado Mined Land Reclamation Board and the Surface Min- <br />ing Control and Reclamation Act of 1977. <br />On March 31, 1981 Colorado Mine Land Reclamation Division (CMLRD) sent a let- <br />ter to Sheridan Enterprises, Inc. which identified deficiencies in the appli- <br />cation that were noted during the preliminary adequacy review. Resolution of <br />these deficiencies vas required in order for G'1LRD and OSti to make determina- <br />tions of whether the applicant will be in compliance with the Act. Sheridan <br />Enterprises, Inc. responded to the comments in a meeting with CMLRD on Aptil <br />17, 1981. Responses to the letter and the meeting were submitted to the Divi- <br />sion on May 11, 1981 and May 20, 1981 and were incorporated into the permit <br />application. Further responses were submitted as they were required or com- <br />pleted. <br />Recently Mack Fuel Supply, Inc. a subsidiary of Colorado-Ute Electric Associa- <br />tion, Inc. and Loma Mining Company, a subsidiary of Sheridan Enterprises, <br />Inc., formed a joint venture under the name of Salt Creek Mining Company. <br />Salt Creek Mining Company has become the permit applicant and will be the <br />operator of the McClave Canyon mine for this permit term. <br />Purpose of the Proposed Action: <br />The Surface Mining Control and Reclamation Act requires that within 2 months <br />after a State program for regulation of coal mining is approved that an opera- <br />tor must submit an application for a permanent program approval. <br />Preferred Alternative: Approval of the Hieing and Reclamation Plan with <br />stipulations as follows: <br />A. McClave Canyon Mine`s proposed action. <br />The 1fcClane Canyon Mine employes a room and pillar continuous miner tech- <br />nique. The coal produced is shuttled to a conveyor system within the <br />mine for transport to the surface portal facilities. The coal is <br />crushed, stockpiled and loaded onto highway trucks and transported. Host <br />of the 7.7. acres to be disturbed by the surface facilities have already <br />been disturbed.
