-23-
XII. YVegetation - Rules 2.04.10, 2.05.4(2)(e), and 4.15 (con's)- •-
In the sampling program undertaken, inadequate numbers of samples were taken
to provide the current desired levels of confidence {p2 .BO for non-
herbaceous communities, d = .10, ~c (2)), for the productivity of the
greasewood shrubland, shadscale shrubland, and juniper woodland vegetation
types.
The Munger Canyon project contains the same vegetation types and is located
contiguously to the PtcClane Canyon site. Abiotic factors affecting the
occurrence of vegetation communities are similar. For this reason, data
from the two sites for productivity of the above communities were compared
to determine i£ the communities of PicClane and Munger Canyon were from
differing populations. It vas verified statistically that the McClane
and Munger respective communities were not significantly different is terms
of vegetative productivity within the bounds of each vegetative community.
Data from the McClane and Plunger sites were combined (within communities,.
between sites), and it was determined that the combined data met confidence
level requirements.
Due to the small aiea of disturbance at the PicClane site, the Division has _
determined that premine productivity and premine cover data may be applied
as reclamation success criteria. It was also determined that the productivity ..
data for the reference areas for the PlcClane Canyon vegetative communities
did not meet sample adequacy requirements. The following stipulation is - -
therefore required: __ ~,~~==
9. IN LIEU OF PRODUCTIVITY DATA FR0:1 THE GREASEWOOD SHRUBLAND, SHADSCALE
SfIRLBLAND, AND JUNIPER WOODLAND REFERE`iCE AREAS, THE PER*fITTEE ZS -_-
DIRECTED TO UTILIZE COMBINED McCLANE AND PRTNGER PREPiINE DATA FOR i ""'-
PRODUCTIVITY FOR EACH VEGETATIVE CO`,31UNITY RESPECTIVELY. THIS DATA -~ _
SHALL BE SUBJECT TO THE R$VEGETATION SUCCESS CRIZERIA OF 4.15.8(3)(b). ~~_
aP
~'~
The applicant has not demonstrated that adequate woody plant density sampling', -=
has taken place at the 2fcClane Canyon site. The Division therefore requires _.^;~_s
the following stipulation: '
10. WITHIN 60 DAYS OF PERPffT ISSUANCE, THE PERMITTEE SHALL SUPPLY THE -" ;j
DIVISION WITH ADEQUATE WOODY PLAIT DENSITY DATA FOR THE CREASESi00D, - _'
SHADSCALE, AND 3UNIPER COMMUNITIES TO INCLUDE, BUT NOT BE LIPIITED TO - =_-
SAPlPLE SIZE, SAMPLE MEAN, SAPIPLE VARIANCE, AND LEVEL OF CONFIDENCE
ACHIEVED. -
"~ =.;-.
The Division has reviewed the PScClane Canyon revegetation plan and revegetation
criteria (Sections 3.4 and 4.5.12 of Volume I of the application). The
applicant has proposed a variance from baseline woody plant densities for - -.
the greasewood shrubland and the shadscale shrubland, but has not provided -
justification for the proposed stocking level. IC is therefore stipulated:
11. THE PEAPfITTEE PNST PROVIDE JUSTIFICATION TO THE DIVISION FOR THE WOODY
PLA;7T DENSITY REVEGETATION LEVELS PROPOSED. THE DIVISION AND THE
PER`lITTE°_ WILL DETERPfINE AN ACCE?TPBLE LEVEL WITHIN 90 DAYS OF PERPIIT
ISSUANCE.
