_?2_ <br />~_ <br />' XI. Soils - Rules 2.04.9, 2.05.3(5), 2.05.4(2)(d), and 4.06 (con't) <br />The information provided with respect to the fill is too limited in depth <br />and extent of sampling. The material will be mixed and rearranged during <br />the regrading process. For this reason it is important that it be <br />sufficiently demonstrated that any aaterial which may be exposed during <br />the regrading process is suitable for use as a plant growth medium. <br />The following stipulation is therefore necessary to make a finding of <br />compliance: <br />6. THIS ANALYSIS WILL BE <br />_ DONE ON AN APPROPRIATE NU.IBER OF REPRESENTATIVE SAt~LES TAKEN TO A DEPTH. <br />OF AT LEAST 4 FEET, AND HILL INCLUDE AN ANALYSIS OF ALL REQUIRED SOIL <br />PARAMETERS FDR A DETERMINATION OF SUITABILITY FOR RECLAPIATION. <br />The applicant proposes to test the soil and add the appropriate fertilizers <br />one year after seeding and planting. The applicantTS justification for <br />this is that fertilization prior to seeding will encourage undesirable <br />weedy species to invade the reclaimed site. The Division agrees with this <br />contention in part. However, because phosphorous is relatively immobile <br />and does not readily leach into the soil, it is best to incorporate it <br />into the soil prior to seeding. The following stipulation is therefore <br />necessary: <br />7. TOPSOIL P1UST BE ANALYZED FOR FERTILIZER ELEMENTS (N,P,K) PRIOR TO <br />SEEDING. IF THE SOIL IS FOUND TO BE PHOSPHOROUS DEFICIENT, PHOSPHOROUS <br />?RJST BE INCORPORATED INTO THE TOPSOIL DURING THE RESPREADING PROCESS. <br />ANY OTHER FERTILIZER ELEhIE.`ITS WHICH ARE DEFICIENT IN THE TOPSOIL MAY <br />BE ADDED AFTER ONE YEARS GROWTH OF VEGETATION AT A TIME OF YEAR APPROVED <br />BY THE DIVISION, <br />The McClave Canyon site is located in an area which characteristically <br />receives less than 10 inches of rainfall annually. This may be detennental <br />to revegetation. For this reason the surface manipulation of the soils is <br />to precede seeding. Contour furrowing, for example, would protect the soil <br />from erosion as well as enhance water holding capacity and availability <br />to vegetation. Salt Creek Mining Company plans to rough the surface on <br />areas to be broadcast seeded but intends [o grade other areas. Thus, the <br />following stipulation is necessary. <br />8. WITHIN 1 YEAR OF PERPIIT ISSUANCE, THE PERMITTEE WILL SUTPIIT A PLAN TO <br />T1IE DIVISION FOR SURFACE MANIPULATION OF THE SOILS TO ENHANCE MOISTURE <br />RETENTIO:; AND REDUCE EROSION DURING RECLAPIATION. THIS PLAN WILL BE <br />REVI-cWED BY THE DIVISION FOR APPROVAL AND INITIATED BY THE PER;fITTEE. <br />XII. Vegetation - Rules 2.04.10 2.05.4(2){e} and 4.15 <br />The Division has reviewed the baseline vegetation information presented for <br />the A1cClane Canyon project (located on Section 4.5 of Volume I o° the <br />applicat_on). The Division has determined that the information is adequate <br />' with the following exceptions. <br />
