Vegetation - Rules 2.04,10, 2.05.4(2)(e), and 4.15 (con't) <br />The perr,.ittee has measured species diversity in terms of species richness <br />and species equitability but has not proposed a means to evaluate <br />revegetation success in terms of species diversity. <br />It is therefore stipulated: <br />12. THE PEIL`fITTEE AND THE DIVISION WILL DETERifINE A MEANS FOR:'THE EVALUATION <br />OF SPECIES DIVERSITY AT THE McCLP2tE SITE WITHIN 90 DAYS OF PERI'ST <br />ISSUANCE. <br />The Division is concerned with the ability of Salt Creek Mining Company to <br />reclaim the area given the low annual precipitation. The following . <br />stipulation is therefore required: <br />13. THE PER`SITTEE 4fUST DEVELOP WITHISI Oi~i YEAR OF PER4IIT ISSUANCE A BIENNIAL <br />REVEGETATION MONITORING PROGRAM [?RICH WILL MONITOR THE SUCCESS OF <br />REVEGETATION EFFORTS AT TSE McCLA2?E CANYON SITE, TO BE APPROVED BY <br />THE DIVISION AND INITIATED THE SECOND YEAR AFTER THE INITIAL REVEGETATION <br />SEEDING. <br />Pursuant to Rule 2.07.6(2)(n) the Division has determined that no thzeatened <br />or endangered species of plants. exist at the McClave. Canyon site, based on <br />[~ information supplied bq the applicant. <br />RIII. Fish and ??ildlife - Rules ?.04.11, 2.05.6(2), and 4.18 <br />The fish and wildlife portion of the application can be found in Section 4.3 <br />of Volume I of the application. The Colorado State Division of Wildlife has <br />been consulted for a statement of wildlife value and protection. -- <br />The applicant has supplied field data for the mine vicinity. Maps provided <br />in Appendix I (Volume IV) indicate that the mine site is in a mule deer <br />critical use area as vell as raptor nest habitat. <br />No wildlife listed on any threatened or endangered list were identified by <br />the study. Rimrock areas were inspected and no raptor nests were identified <br />in the vicinity of the mine. <br />No powerlines exist at the mine and none are planned for the future. Salt <br />Creek Mining Company has stated that a posted speed limit of 15 mph will <br />be enforced at the mine to minimize the potential for vehicle-deer collisions. <br />The crossing over East Salt Creek has been designed to safely pass the <br />required flow events to avoid damage to the Creek. No pesticides will be <br />used in this operation.. <br />Shrub density revegetation standards are required by the Division to ensure <br />the recreation of big game habitat through reclamation. Specific details <br />of shrub density requirements are given in the Vegetation Section of this <br />~ document. Stipulations have been attached to these findings to provide far <br />~ the establishment of shrub densities which will enhance wildlife habitat <br />after the mine is successfully reclaiaed. <br />
