Minin Procedure - Boulder County's local zoning approval pre- <br /> c udes fol owing the five stages of mining proposed by Flatiron <br /> only to the extent that the current approval is limited to the <br /> first two stages. Flatiron has the ability to apply for local <br /> zoning approval of the remaining stages prior to completion of <br /> mining of the 1st two stages and thus has the opportunity to <br /> continue mining of the entire property without interruption. <br /> If the quality of Flatiron's mining of stages 1 and 2 lives <br /> up to their representations and the conditions of local zoning <br /> approval , they should not have any unreasonable difficulties <br /> in receiving approval to mine the remaining stages. It should <br /> be noted, however, that Boulder County's action does not pre- <br /> clude denial of the remainder of the operation. <br /> 2. Stockpile Location and Treatment - Any "authority assumed" or <br /> specifications for location and planting of stockpiles contained <br /> in Boulder County's approval conditions are strictly related to <br /> local zoning police powers for the health, safety and welfare <br /> of the general public, more specifically to visual aesthetics , <br /> noise, traffic and dust concerns. Deposit stockpiles should <br /> be located in the stage 1 operations area. <br />
