If the access volumes exceed the values listed above, the permittee(s)/property owners shall be proportionately <br />responsible to install the warranted access improvements within the earliest construction season. Failure to provide the <br />warranted improvements may result in closure of the highway access. <br />l6. If the permitted use of the access causes the flow of vehicles entering the property at this location to queue or hesitate <br />on the highway creating a traffic hazazd, as determined by CDOT, the Permittee shall be required to modify or <br />reconstruct the access [o CDOT standards and specifications at no cos[ m CDOT. <br />17. The final design of all futtse warranted highway improvements shall be submitted to the Department for review and <br />approval prior to commencement of any construction within the highway right-of-way. The design shall be provided by <br />a Colorado registered professional engineer. <br />18. Any furore warranted highway improvements shall be designed and constructed by the Pernnttee or the property <br />owner's at no cost to the Department. Anew access application shall be submitted and a new access pemnt shall be <br />issued by the Department prior to an increase in the herein-pemvtted vehicular volumes(s) or any additional highway <br />construction activities. Any warranted highway improvements skull be installed within the eazliest construction season. <br />Under no circumstances will the access be allowed to operate in an unsafe manner. <br />19. The design and construction of any future warranted highway improvements shall comply with the fallowing current <br />editions: <br />a. Roadway Design Manual <br />b. Materials Manual <br />c. Conswction Manual <br />- d. Standard Specifications for Road and Bridge Construction <br />e. Colorado Standazd Plans <br />f. Manual on Uniform Traffic Control Devices for Streets and Highways and the Colorado Supplement <br />thereto. <br />g. A Policy on Geometric Design of Highways and Streets, 1999 edition. <br />h. Transportation and Traffic Engineering Handbook, <br />i. Trip Generation Manual <br />j. State Highway Access Code Volume 2, Code of Colorado Regulations 601-1 <br />k. Roadside Design Guide <br />20. This permit is issued in accordance with the 1998 State Highway Access Code and is based upon the information <br />submitted by the Pernrittee. Any changes in the herein permitted type and use and/or volume of traffic using the access, <br />drainage, or other operational aspects may [ender this permit void, requiring that a new application be submitted for <br />ceview based upon currently existing and anticipated future conditions, Installation of auxiliary lane improvements may <br />be required if a safety problem is created on the highway system or if future vehicular volume warrants aze met, as <br />requred by the State Highway Access Code Volume 2 CCR 601-1 or the Manual on Uniform Traffic Control Devices. <br />21. A construction traffic comrol plan must be submitted to [he Region 5 Traffic Engineer, 3803 Main Avenue, Suite 100, <br />Durango, Colorado 81301, or telephone (970) 385-8360 for inspection and approval, a minimum of five (5) working <br />days prior to commencement of construction. The naffic control plan shall be in conformance with Manua] On Uniform <br />Traffic Control Devices, and aLl other applicable standards. No Lane closwes or traffic detours of any nature will be <br />allowed unless pre-approved by CDOT. <br />22. You must contact Mr. Gary King at 1125 Highway 62, Ridgway, CO 81432, at phone number 970-626-4377 or via <br />email a[ gary.a.kingC~dotstate.co.us to meet with him at least two (2) working days prior to beginning ~ access <br />improvements or construction of any kind within the highway right-of-way. This includes but is not limited to the <br />installation of side drain culverts and fencing. Failure to comply with this condition may result in revocation of this <br />permit. <br />23. A FULLY EXECUTED COMPLETE COPY OF THIS PERMTT AND THE VALIDATED NOTICE TO PROCEED <br />MUST BE ON THE 7OB SITE WITH THE CONTRACTOR AT ALL TIIvIES DURING ANY RE-CONSTRUCTION <br />
