additional culverts, particularly in areas of steeper road gradients, <br />wherever a drainage crosses the road <as indicated by contour lines on a <br />topographic map). <br />The following stipulation is therefore required: <br />Stipulation No. 16 <br />PRIOR TO CONSTRUCTION OF THE HAUL ROAD, THE APPLICANT MUST PROPOSE THE <br />INSTALLATION OF ADDITIONAL ROAD SURFACE DRAINAGE CULVERTS TO MEET THE <br />SPACING REQUIREMENTS OF RULE 4.03.1(4)(e)(vi)(A). ALTERNATIVE <br />SPECIFICATIONS MAY BE UTILITZED UNDER THE PROVISIONS IN RULE <br />4.03.1(4)(e)(vi) IF THE APPLICANT DEMONSTRATES THAT THESE SPECIFICATIONS <br />WILL NOT RESULT IN AN INCREASE IN EROSION. <br />With the acceptance of the above stipulations, the proposed operation is <br />in conformance with the requirements of this section. <br />Haul Roads <br />Alternative criteria and specifications were used during the <br />design of haul roads. These criteria and specifications are <br />proposed for approval by the Division following an analytical <br />demonstration that the roads will be environmentally sound and <br />reclamation can be achieved. The proposed criteria and <br />specifications pertain to portions of the haul road discussed on <br />pages 13 and 14 (4.03.1(1)(e)). <br />The operator proposes to retain portions of the haul road <br />depicted on Map Nos. 2.2-16, 2.2-17, 2.2-18, 2.2-19, and 2.2-20. <br />It is compatible with the approved post-mining land use, and a <br />request for its retention is required to be submitted by the <br />landowner (4.03.1(1)(f)(i)). This requirement shall be attached <br />to the permit as Stipulation No. 20. <br />Stipulation No. 20 <br />PRIOR TO RECLAMATION OF THE MINE SITE, THE OPERATOR NEEDS TO <br />SUBMIT, IN WRITING, A REQUEST FROM THE SURFACE OWNER FOR <br />RETENTION OF A PORTION OF THE HAUL ROAD IF THE HAUL ROAD IS TO <br />REMAIN AS A PERMANENT STRUCTURE. <br />The Division proposed to approve cut slopes steeper than 1v:1.5h <br />in unconsolidated materials. The approval is proposed since the <br />applicant has made a geotechnical analysis which demonstrates <br />that a minimum safety factor of 1.5 can be maintained. The cut <br />slopes in question will occur at Station 72+70', Station 82+25', <br />Station 85+75', Station 88+40', Station 95+100', and Station <br />101-00'. This is discussed in detail on pages 13, 14, and 15 <br />(4.03.1(3)(c)(i)). <br />The Division proposes to approve the alteration or relocation of <br />a natural channel drainageway located at Munger Canyon. The <br />applicant has successfully demonstrated that the natural channel <br />drainage will not be blocked, no significant damage will occur to <br />_lg_ <br />
