extensive that they require specific stability analysis to determine
their stability.
In order to satisfy the requirements of the regulations, and in response
to earlier Division adequacy comments, the applicant specifically
discussed and analyzed the stability of the following proposed road and
conveyor cuts:
Operational
Surface facility Survey Station Cut Height Safety factor
Road from central Sta. 28+50' 65 ft 1.69
processing to refuse to 31+70'
disposal area
" Sta. 40+40' 60 ft T.72
to 45+50'
" Sta. 45+50' 45 ft 1.61
to 48+40'
McClave Canyon Road Sta. 20+50' 80 ft 1.67
to 23+25'
Conveyor Alignment Sta. 40+90' 90 ft 1.79
to 51+25'
" Sta. 53+25' 50 ft Greater
to 55+25' than the
above, by
analogy
~~The applicant has committed to backfilling each of the roadway and
'conveyor cuts to the approximate original contour.
Road Drainage Control
Road drainage ditches are designed to convey surface runoff resulting
from the 10-year, 24-hour storm event. All culverts conducting drainage
beneath road surfaces will safely pass 10-year, 24 hour peak flows and
will be appropriately installed. In some cases, discharges from the
culverts may be at velocities which are erosive. Care must be taken at
all culvert discharge points to dissipate energy due to these high
velocity discharges. Salt Creek Mining Company has installed protective
devices at culvert discharge points at existing operations which
demonstrate little or no erosion. If the applicant continues to use
these measures during the proposed operation, there should be little
problem with erosion at discharge points.
The proposed road culvert installation scheme does not conform with
performance standards of Rule 4.03.1(4)(e)(vi)(A) regarding culvert
spacing. Adherence to these spacing requirements ensures that drainage
systems will not be breached and excessive erosion will not result.
Alternative specifications are allowed under the provisions of
4.03.1(4)(e)(vi) if the applicant can demonstrate that such
specifications will not result in an increase in erosion. In this
particular case, the Division would recommend the installation of
_ig_
