Pursuant to Rule 4.03.1(3)(c)(i) and in response to Division comment, the <br />applicant completed a mathematical stability analysis, based upon <br />appropriate material strength data, to determine the static slope safety <br />factor of the designed cuts, The analysis considered worst-case <br />situations characteristic of the materials and cut slope configurations <br />proposed within the plan. Alternatively, the applicant chose to <br />demonstrate, through appropriate geo-technical analysis, that a safety <br />factor of less than 1.5 would not result in significant environmental <br />harm or harm to the public health and safety. <br />The supplemental stability analysis of the haul road cut slopes <br />considered the relative stability of the various cut slopes prior to <br />disturbance, in their present pioneer road configuration, as <br />reconstructed, and as reclaimed. In response to preliminary results of <br />this analysis, the application made several design and reclaimed <br />configuration amendments. In all cases, the amended designs achieve <br />final reclaimed configurations which achieve static slope safety factors <br />in excess of the original undisturbed slopes. Due to this improvement in <br />construction, the haul road will not result in significant environmental <br />harm or harm to the public health and safety. However, because the <br />static slope safety factor of the affected areas are below that normally <br />desired for road cut slopes, the Division imposed the following <br />stipulation upon the permit during Permit Revision No. 1 approval: <br />Stipulation No. 15 <br />THE DIVISION DIRECTS SALT CREEK MINING COMPANY TO INSTALL SIGNS AT THE <br />PERMIT BOUNDARY AND AT STATION 67+00' ADJOINING THE HAUL ROAD. THESE <br />SIGNS, LEGIBLE FORM THE HAUL ROAD WHILE PROCEEDING TOWARD THE PORTAL <br />BENCH, SHALL READ: "ROAD SLOPES SUBJECT TO ROCKFALL AND SLOPE FAILURE - <br />PROCEED WITH CARE." <br />Salt Creek Mining Company's Permit Revision Application No. 1 proposed <br />the construction of two new access haul roads. The first will allow the <br />transportation of coal and processing wastes from the McClave Canyon <br />workings, along East Salt Creek, to the new central processing facility <br />located within the Munger Canyon Mine's permit area. The second roadway <br />is proposed by the applicant to allow the haulage of coal processing <br />waste from the new central processing facility, southward along East Sait <br />Creek, to a new proposed refuse disposal area. <br />The applicant also proposed the construction of roughly two miles of <br />overland conveyor for the purpose of transporting product coal from the <br />Munger Canyon Mine Portal to the new central processing facility. This <br />conveyor roughly parallels that of the approved access haul road to the <br />Munger Canyon Mine Portal Bench. <br />As was the case of the approved Munger Canyon Mine portal road, each of <br />these three transportation routes requires the creation of some <br />relatively large cuts and fill embankments, As was also the case in <br />earlier review situation, the proposed fi_ils conform to the maximum <br />allowable grade limitation contained within the regulations and are, <br />there ore, accep able. However, as was also the case in that earlier <br />application, several_of the cuts exceed normal limitations or are so <br />~~ - - <br />-17- <br />
