the hydrological balance, and no adverse impacts will occur to <br />adjoining landowners (4.03.1(4)(a)(i)). <br />Access Roads <br />The Division proposes to approve the alteration or relocation of <br />a natural channel drainageway during access road construction <br />since the applicant has demonstrated that the drainage will not <br />be blocked, no significant damage to the hydrological balance <br />will occur, and there will be no adverse impact on adjoining <br />landowners. The drainage to be affected is Munger Creek <br />(4.03.2(4)(a)(i)). <br />C. Light-Use Roads <br />No light-use roads are included in the permitted area. <br />II. <br />an <br />Pertinent information regarding facilities at the mine site are given in <br />Sections 2.2 and 2.3.4 of Volume I of the application. The facilities <br />planned for the mine are the mine office, vehicle storage facilities, <br />primary mine fan, bulk rock dust storage facility, power generation <br />equipment, conveyor gantry, portable staging/crushing unit, sediment <br />ponds, roads and the proposed development waste storage pile. The roads, <br />sediment ponds and development waste storage pile are discussed in other <br />sections of this document (Sections I, III, and VII, respectively). <br />Additional facilities to be constructed under the central facilities area <br />permit revision consist of a surge bin and conveyor system, coal wash <br />plant and stock pile area, coal processing waste disposal area, fresh <br />water ponds, slurry ponds, shop/warehouse, mine office and haul road <br />system to the refuse pile and the McClave Canyon Mine. <br />The coal loadout facility is located approximately 21 miles from the mine <br />site along the D&RGW Railroad siding near Loma, Colorado. Approximately <br />5.6 acres of disturbance is associated with the facility. Structures at <br />the loadout include four coal loading ramps and five coal stockpile areas <br />which will accommodate a maximum of 8000 tons of coal. An agreement <br />between Mesa County and Salt Creek Mining Company, as stipulated in the <br />Conditional Land Use Permit (MCN 85-16, dated February 19, 1985), limits <br />the storage of coal at the facility to 8000 tons. The site was <br />previously used as a storage and loading site for sugar beets. <br />The applicant is in compliance with the requirements of this section. <br />III. Hydrologic Balance <br />Surface Water - Rules 2.04.5, 2.04.7, 2.05.3(4), 2.05.6(3) and 4.05 <br />The information provided dealing with surface water quality and quantity <br />were reviewed by the Division. This information can be found in Section <br />4.5 of Volume I and Section 4.3 of Volume VI of the application. <br />-20- <br />
