All but one of the current light-use roads are pre-existing roads and cvilFbe <br /><: <br />retained after reclamation of the Bowie No. 2 Mirie site. There is oif~o` <br />temporary access road that was constructed to access the west side of tFse <br />loadout trackage for installation of a main line'switch. Stigulatiorf 1sIo4 13,; <br />attached to the proposed decision for Permit Revision No.''6; regtti'gd'tlie <br />submittal of the CDOT road use permit for this road. The feinporary 1'igfit <br />use road will be reclaimed. Two additional lighYuse roadsare proposed in <br />Permit Revision No. 7. Both would allow access to two new material <br />storage azeas. <br />II. Support Facilities -Rule 4.04 <br />A. Construction of support facilities will not result in change desirtiction or <br />disruption of oil, gas pipelines or water wells, nor will coal slurry pipelines or <br />raikoads be impacted. Therefore, the Division approved those acttvities,(4:04(6)). <br />A list of approved facilities may be found in Section 2.05.3(3) of tlsb peruiif. <br />III. Hydrologic Balance -Rule 4.05 <br />A. Water Quality Standazds and Effluent Limitations <br />The Division granted approval for small azea exemptions fibm.the use of <br />sediment ponds, due to the limited size of the azeas and due,Lca the. fact that <br />ponds and treatment facilities are not necessary for the diaitYage to meet <br />the effluent limitations of Rule 4.05.2 and applicable State aril Federal <br />water quality standards for receiving streams, and also due.tb the fact that <br />no mixing of surface drainage with a discharge form underground <br />workings will occur. The locations of the small areas to be exempted are <br />discussed on Page 2.05-32 of the permit application and aze shown on <br />permit document Map 21-1 and Map 95266-02 (4.05.2(3)(b)(i}}. <br />Storm runoff from nineteen small areas at the mine site are subjected to <br />alternate treatment prior to leaving the permit area. The sixteen azeas are <br />1.) the "material storage azea below Pond C, 2.) the pump station, 3.) the <br />topsoil stockpile neaz the Gob pile, 4.) the coverfill stockpile and coverfill <br />topsoil stockpile neaz the Gob pile, 5.) the area behind the mine engineer's <br />building, 6.) the Freeman Gulch vent fan site, 7) the area underneath the <br />conveyor, between Old Highway 133 and the Fire mountain Canal and 8) <br />nine small azeas along the train loadout railroad track outslopes. In <br />addition, alternate sediment control measures are employed at several <br />methane de-gas drill pads. <br />2. The Division granted an exemption from use of sediment ponds for <br />drainage from underground mine workings as long as no mixing with <br />surface drainage will occur and as long as ponds and treatment facilities <br />aze not necessary for the drainage to meet effluent limitations of Rule <br />27 <br />
