DEMONSTRATE CONFORMANCE WITH THE REQUIREMENTS OF RULE <br />4.03.2(7). <br />II <br />Southfield Mine Permit Renewal 03 <br />Stipulation No.9 requires the operator to post and maintain <br />steep slope signs and submit a geotechnical stability analysis <br />for the access road two months prior to abandonment. EFCI has <br />posted the signs along the road and committed to providing a <br />stability analysis of the road prior to abandoning the site <br />(see page 2.05.3-42R of the permit application). In addition, <br />EFCI proposes to retain the access road once a letter from the <br />landowner, the Vento Trust can be obtained. <br />Configuration for the access road can be found on Figure 23, <br />Volume 1, Section 4.03 of the permit application. Detailed <br />design information for the access road ditch and culvert can <br />be found in Exhibit 19, "Drainage and Sediment Control Plan". <br />Maintenance of the road is achieved by grading and occasional <br />resurfacing with 3/4" gravel 4-6" thick to provide a smooth, <br />reliable operating surface. Surfacing materials do not <br />contain toxic or acid-forming components. <br />Light Use Roads: Rule 4.03.3 <br />Light use roads are to and <br />substation, explosives bunker <br />from the south mine fan, the <br />and north dewatering well. <br />A11 light use roads are shown on Map 17, "Mine Plan Map", Map <br />18, "Mine Surface Facilities" and Map 19, "Access and Light <br />Use Roads". No light use roads have been located near steep, <br />wet or unstable terrain, and no roads cross channels of <br />intermittent or ephemeral streams. Most of the roads on site <br />are existing ranch roads, which are utilized by the mine on a <br />limited basis and for landowner access. Topsoil was not <br />salvaged for the most part. Reclamation of the roads, if not <br />kept in place by landowner requests, will be the following: <br />roads will be ripped and scarified and slopes blended, natural <br />drainage will be re-established, areas disturbed will be <br />topsoiled and re-vegetated if and where possible. <br />Support Facilities <br />Information about the operation plan and surface facilities <br />can be found in Section 2.05.3 and 4.04 of the permit <br />32 <br />
