Section B <br />The following findings and specific approvals are required by Rule <br />4: <br />I. Roads <br />Haul Roads: Rule 4.03.1 <br />There are no haul roads at the Southfield Mine site or <br />loadout. All coal is loaded into highway haulage trucks <br />within the open mine yard which extends to County Road 92. At <br />the loadout, trucks enter a similar open yard directly from <br />County Road 79, and dump the coal in temporary stockpiles <br />within the yard area. <br />Access Roads: Rule 4.03.2 <br />The mine has one access road to and from the mine refuse <br />disposal area, which extends from County Road 92 to the <br />facility area and to the refuse pile (see Map 18 for details). <br />All the permitted roads for the mine site can be found on Map <br />18 of the permit application. The access road was constructed <br />in 1982 and is maintained in compliance with applicable <br />regulatory requirements. Drainage from the road is captured <br />via a ditch and routed into Sediment Pond #5 through a 30" <br />culvert after passing through the facilities area (see Map 20 <br />for culvert location). <br />The road was originally a ranch road which was expanded for <br />use specifically designed for the 30 ton rear dump truck <br />utilized to haul coal refuse. Maximum design speed is 35 MPH, <br />design width 30 feet and sustained grade 10~. <br />Stipulation No.9 requires the operator to post "Steep Grade" <br />signs along the access road to and from the refuse pile. <br />Stipulation No.9 states: <br />THE OPERATOR SHALL POST AND MAINTAIN "STEEP SLOPE CAUTION <br />SIGNS" ALONG THE ACCESS ROAD TO THE REFUSE DUMP. TWO MONTHS <br />PRIOR TO ABANDONMENT AND RECLAMATION OF THE ACCESS ROAD, THE <br />OPERATOR SHALL SUBMIT APPROPRIATE GEOTECHNICAL STABILITY <br />ANALYSIS TO DEMONSTRATE COMPLIANCE WITH THE STABILITY <br />REQUIREMENTS OF RULES 4.03.2(3)(c)(i) or (d)(viii); OR IN THE <br />ALTERNATIVE, THE OPERATOR SHALL SUBMIT A PROPOSED RECLAIMED <br />CONFIGURATION WITH APPROPRIATE STABILITY ANALYSIS TO <br />Southfield Mine Permit Renewa{ 03 <br />31 <br />
