<br />based on cover which will keep soil lose, due to rill and sheet <br />erosion, to less than 4 tone per acre per year based on the <br />application of the Universal Soil Loss fiquation. These standards <br />call for a 52ir effective cover on Range sites A and B and 43.6 t <br />effective cover on Range site C. The litter component included <br />must be natural. The production standards are based on the lower <br />confidence limit of the historic production means on each range <br />site, utilizing data from 1979-1985. The standards are as <br />follows: <br />gms/mZ lbe/acre <br />Range site A 62.39 556.14 <br />Range site B 42.49 378.76 <br />Range site C 47.46 423.06 <br />The diversity of the revegetated area shall be considered <br />acceptable if there are at least as many perennial herbaceous <br />species on the revegetated area which contribute a two year <br />average of 5~ or more of the total relative cover as there are in <br />the corresponding reference area. Noxious or undesirable epeciea <br />will not be included. No species can contribute more than SOg <br />relative cover unless future baseline data indicates that this <br />number should be higher under some circumstances. <br />The applicant will reestablish mature shrub clumps in addition to <br />including various native shrubs in their Range Bite A and B seed <br />mixes. The shrub density standard on Range sites A and B will be <br />a minimum of 400 live stems per acre. Within the shrub clumps the <br />density will be 3,764 live stems per 1.6 acre clump. There will <br />be no shrub density standard for Range site C. The Division <br />proposes to approve of these techniques. (4.15.7(1)). <br />The Division proposes to approve of the reference areas which the <br />applicant has selected based on the requirements of Rule <br />4.15.7(3). <br />The Division finds that a density standard higher or lower than <br />90~ of the density of the approved reference area is appropriate. <br />(4.15.8 {7)). <br />XII. Post-mining Land Use <br />The post-mining land use is discussed under Section 4.2 of Vol. IV of <br />the permit application. <br />Cropland, rangeland and wildlife habitat are the currently <br />approved post-mining land uses. Recreational uses such as <br />picnicking and hiking during the summer months ae well ae cross- <br />country skiing and snow mobiling during the winter months would be <br />compatible with the reclamation and the surrounding areas. <br />Industrial use of the facilities area is possible but currently <br />these facilities are not approved as permanent. The Division is <br />proposing to approve the alternative post-mining land uses of <br />recreation (mine wide) and industrial development of the <br />facilities area only. The land-use meets the criteria of Rule <br />4.16.3. <br />XIII. Protection of Fish. Wildlife and Related Environmental values <br />Section 4.6 of vol.
