<br />Wildlife habitat ie a planned post-mining land use. The applicant <br />has selected appropriate plant species and distributions to <br />benefit fish and wildlife. (4 .18(4)(i)). <br />XIV. Protection of IInderaround Mining <br />The Division proposes to approve a variance to allow surface coal <br />mining activities to be conducted within 500 feet of an active or <br />abandoned underground mine. The &mpire Mine in the proximity of <br />the C pit is located within 500 feet measured horizontally of an <br />active pit. More than 800 feet of vertical separation exists <br />between the surface pit floor and the underground workings. An <br />appropriate blasting plan is in place to insure the safety of the <br />underground miners during Trappers' blasting operations. Mining in <br />this area is projected to be complete by June of 1993. Approval <br />for such activities has been granted by MSHA and Colorado Division <br />of Mines, and improved resource recovery, abatement of water <br />pollution, and elimination of hazards will result. (4.19(1) and <br />4.22.4(1)). <br />XV. Subsidence Control <br />No specific approvals are granted to the applicant under this <br />section. <br />XVI. Concurrent Surface and Underground Mining <br />No specific approvals are granted to the applicant under this <br />section. <br />XVII. Operations on Alluvial Vallev Floors <br />Operations on alluvial valley floors are discussed in Section 4.8.4 <br />of Vol. IV of the permit application. <br />The Division has determined that alluvial valley floors exist <br />within the adjacent area. Therefore, the following findings are <br />in order for the alluvial valley floors known ae the Yampa River <br />AVF, the Williams Fork AVF, and the Flume Gulch AVF. <br />The Division finds that activities proposed by the applicant will <br />not interrupt, discontinue, or preclude farming on the alluvial <br />valley floors that are irrigated or naturally subirrigated. <br />(4.24.3 (1)) . <br />The proposed activities will not materially damage the quantity or <br />quality of water in the surface or ground water system described <br />above. (4.24.3(3) and 2.06.8(5)(a)(ii)). <br />The proposed activities will comply with the requirements of the <br />Act and the Regulations with respect to alluvial valley floors. <br />(2 .06.8 (5)(a)(iii)). <br />Surface coal mining and reclamation operatioae will be conducted <br />to preserve the essential hydrologic functions of alluvial valley <br />floors outside the permit area and to reestablish the essential <br />hydrologic functions of alluvial valley floors within the affected <br />area throughout the mining and reclamation process. (4.24.2). <br />An environmental monitoring system shall be installed, maintained, <br />and operated by the permittee on all alluvial valley floors during <br />surface coal mining and reclamation operations and continued until <br />all bonds are released in accordance with Rule 3.
