The Division will require that each hole, well or other <br />underground opening be capped, sealed, backfilled, or otherwise <br />properly managed. (4.07.3). <br />VI. Use of BxDlosives <br />The blasting plan as well as other items related to blasting are <br />discussed in Section 3.4 of Vol. III of the permit application. <br />1. The Division proposes to approve blasting at times other than <br />those described in the blasting schedule due to unavoidable <br />hazardous situations. These situations include elimination of <br />misfires, adverse weather, equipment failure, and safety related <br />reasons. (4 .08.3(2)(b)(v) and (4.08.4(2)). <br />VII. Disposal of Excess Spoil <br />No specific approvals are granted to the applicant under this <br />section. <br />VIII. Coal Mine Waste Banks <br />No specific approvals are granted to the applicant under this <br />section. <br />IX. Coal Mine Waste <br />No specific approvals are granted to the applicant under this <br />section. <br />X. Backfillina and Grading <br />Backfilling and grading ie discussed under Section 3.5 of Vol. III of <br />the permit application. <br />1. The applicant has requested additional time for backfilling and <br />grading following coal removal in a contour strip mine. A <br />detailed written analysis under 2.05.4(2)(c) has demonstrated that <br />additional time is necessary. The applicant is bonded for a <br />maximum of 4 spoil ridges at any time within each pit area. <br />Reclamation has historically and ie proposed to be completed at <br />approximately the same rate ae the disturbance of new ground. <br />Therefore, the Division proposes to approve the additional time. <br />(4.14.1) <br />X2. Reveaetation <br />The revegetation plan is outlined in Section 3.6, Vol. III of the <br />permit application. <br />1. The Division proposes to approve the use of introduced species in <br />the reclamation seed mix. The applicant has submitted information <br />which shows that the introduced species are desirable and <br />necessary to achieve the approved poet-mining land use, and are <br />not poisonous or noxious. (4.15.2). <br />2. Methods to measure herbaceous cover and production, species <br />diversity, and woody plant density are discussed in section 4.4.1 <br />of Volume IV of the permit application.
