0036684 (Fish Creek Tipple), and for a temporary period, CO-72272 <br />(construction dewatering). <br />The Division has reviewed the surface and groundwater monitoring plans as part of the <br />permit revision process. These monitoring plans aze adequate to allow identification of <br />impacts if any should develop [Rule 4.05.13(2)]. <br />IV. Topsoil <br />Replaced soils that were stockpiled will be chisel plowed in addition to contour furrowed. <br />These soils will be drill seeded as soon as practicable following topsoil replacement. <br />Stockpiled topsoil not utilized at Energy Mine No. 3 has been transferred to the Foidel Creek <br />permit for distribution at the Fish Creek Tipple. <br />Chisel plowing, where necessary, of regarded land to eliminate slippage surfaces, relieve <br />compaction, and provide for root penetration has been previously approved [Rule 4.06.4(1)]. <br />V, Sealing of Drilled Holes and Underground Openings <br />The Division will require that each shaft, adit, hole, well or other underground opening be <br />capped, sealed, backfilled, or otherwise properly managed (Rule 4.07.3). <br />VI. Use of Explosives <br />The explosives area at the Foidel Creek Mine was transferred from the Mine No. 1, Mine No. <br />2, and Eckman Pazk mine, Permit No. C-81-071. The use of explosives are regulated by the <br />rules. No specific approvals are granted under this revision. <br />VII. Disposal of Excess Spoil <br />No excess spoil exists at the Foidel Creek Mine. No specific approvals are granted for this <br />section. <br />VIII. Coal Mine Waste Banks <br />Technical Revision No. 21 (TR-21) approved a coal waste pile south of Pond D at the main <br />facility azea of the Foidel Creek mine. The pile configuration is a sidehill design with a <br />maximum estimated volume of 3 million cubic yards of waste. The source of the waste is a <br />prep plant which processes any low quality coal product produced by mining, or low quality <br />coal not processed. The Division previously approved the design and any alternative <br />specifications as represented in Exhibit 26A of the PAP [Rule 4.10.1(1)]. <br />IX. Coal Mine Waste <br />Coal Mine Waste Fire Fighting Plan is found in Exhibit 25a of the PAP (Rule 4.11.1). <br />23 <br />
