C. Light Use Roads <br />Light use roads aze discussed on pages 2.05-73 to 2.05-74 of Vol. I and pages 2.05-13 <br />to 2.05-14 of Vol. VII of the PAP. <br />The light use road to the powerline substation will be retained as permanent. The light <br />use road to the borehole meter will be reclaimed following completion of the work <br />associated with this feature. One light use road exists at the Fish Creek Tipple facility, <br />which will be reclaimed. <br />The Foidel Creek permit is in compliance with all rules pertaining to haul roads, access roads <br />and light use roads. <br />II. Support Facilities <br />Support facility discussion begins on pages 2.05-17.2 to 2.05-65.2 of Vol. I and is also <br />discussed under section 2.05-4 to 2.05-6 of Vol. VII. Map 15, Vol. IX and Maps 24 and 26 of <br />Vol. V-A of the PAP depict the facilities as described. The Division finds the support facilities <br />in compliance with Rule 4.04. <br />III. Hydrologic Balance <br />A. Water Quality Standazds and Effluent Limitations <br />The Division has previously approved the exemption of several small azeas10 from use <br />of sediment ponds due to the limited size of the areas and due to the fact that ponds and <br />treatment facilities aze not necessary for the drainage to meet the effluent limitations of <br />Rule 4.05.2 and applicable State and Federal water quality standards for receiving <br />streams, and also due to the fact that no mixing of surface drainage with a dischazge <br />from underground workings will occur. No new small azea exemptions are approved by <br />this Permit Revision. [Rule 4.05.2(3)(b)(i)]. <br />B. Surface and Ground Water Monitoring <br />The applicant will conduct monitoring of ground water in a manner approved by <br />the Division. The ground water monitoring plan can be found in Exhibit 14, <br />Vol. II-B of the PAP [Rule 4.05.13(1)]. <br />2.
