Twentymile Coal Company has previously been approved to dispose of select non-coal waste
in a location south of the Area 1 pit. This location is located in spoil material from the Energy
Mine No. 1, and is located above the water table [Rule 4.11.4(1)-(3)]. In addition, coazse coal
processing waste is placed in the coal mine waste bank ~.
Coal processing waste fines aze placed in the coal mine waste bank or returned (thickener
underflow) to abandoned workings in the Eastern Mining District.12
There are two permitted temporary storage excavated pits for mine development waste. These
wastes are from shafts at the 18-Right Ventilation Shaft and 6-Mains North Ventilation Shaft.
No coal mine wastes are stored at the Fish Creek Mine or Fish Creek Tipple (Rule 4.11.3).
X. Backfilling and Grading
The Foidel Creek mine portals aze located along Foidel Creek, faced-up in highwall from the
adjacent surface mining activity in Eckman Park. Partial backfilling and grading was done to
help seal the portal azea from groundwater inflow. The remaining backfilling and grading will
occur at the completion of mining activity at the Foidel Creek mine. No specific approvals
are granted under this section.
XI. Revegetation
The Division has previously approved the use of introduced species in the reclamation
seed mix. Introduced species are included in the pastureland and rangeland seed mixes.
The applicant has submitted information which shows that the introduced species are
desirable and necessary to achieve the approved post-mining land use, and aze not
poisonous or noxious (Rule 4.15.2).
Methods to measure herbaceous cover and production, species diversity, and woody
plant density are discussed beginning on pages 2.04-52 and 2.05-115 of Vol. I for all
but the Fish Creek Tipple azea. These techniques include:
a) using ten-meter transects and a ten point optical frame every one meter for a total
of 100 "hits" to evaluate vegetative cover;
b) clipping of a one-squaze-meter quadrant followed by drying for 24 hours at 105
degrees and weighing to the neazest 0.1 gram for productivity;
c) bagging by species during productivity analysis to determine species diversity;
d) evaluating shrub density by using a modified point-center-quarter technique.
u PAP, page 2.05-96
iz PAP, page 2.05-97.3
24
