14. The additional surface disturbance associated with PR-06 would be located to the south of <br />BRL's existing alluvial groundwater monitoring network of wells. In accordance with Rule <br />4.05.13 a point of groundwater compliance shall be located down hydraulic gradient from the <br />affected area. To ensure compliance, please provide a proposed plan for the installation and <br />monitoring of one additional alluvial groundwater monitoring well. This additional monitoring <br />well shall be located within the permit azea, or other appropriate location as agreed by the <br />Division and BRL. An appropriate location for this alluvial well would be along the southern <br />boundary of the new disturbance azea at a point upgradient from the North Fork of the <br />Gunnison River. <br />Ooerations <br />15. Please provide verification that the Colorado Department of Transportation (CDOT) <br />approves the placement of the overhead conveyor above Old State Highway 133, or that <br />CDOT does not have jurisdiction concerning the matter. <br />16. On proposed permit page 2.05-24, it is stated that BRL intends to use the county access <br />road that runs along the east side of the Terror Creek Loadout for access to construct and <br />monitor Pond J. Please provide verification that Delta County has given approval for the <br />use of the road for that function. <br />17. Please add a discussion to Section 2.05.3 of the permit application that references the <br />light use road that leads to Pond B. <br />18. Please describe in Section 2.05.3 which road will be used to access the batch weigh <br />system structure. <br />19. Please add narration to Section 2.05.3 of the permit application that describes the <br />relationship between the BRL operations and the operations of the Terror Creek Loadout <br />that overlap each other. Such overlap would include the conveyor belt line section that <br />cuts through the Terror Creek Loadout permit area and, perhaps, the access road to the <br />batch weigh system. Please include in the discussion what the responsibilities aze for each <br />operator conceming each overlapping area. <br />20. Please revise all pertinent maps to exclude the Terror Creek Loadout permit azea from the <br />Bowie No. 2 permit azea, except where there is an overlap of the Terror Creek Loadout <br />permit area and the Bowie No. 2 disturbed area. <br />R~ht of Entry <br />21.
