Reclamation Cost Estimate <br />9. Attached is the Division's reclamation cost estimate for Permit Revision O6. This <br />estimate includes all of the new train loadout tasks as well as an update of all costs from <br />the previous approved estimate. The Division's estimate of the total reclamation liability <br />is $6,766,106.00. The Divisions liability for PR-06 alone is $1,110,363.00. <br />Based on BRL's current liability of $5,226,810.00 and BRL's proposed estimate for PR- <br />06 of $802,407.00, the operator's proposed new liability would be $6,029,217.00. This <br />makes the Divisions estimate $736,889.00 more than BRL's estimate. <br />One of the reasons for the increase is that the Division has recently adjusted all costs, <br />resulting in an increase of $428,933.00. All of the costs increased with the exception of <br />demolition, which decreased 29%. The reason for the cost increase is because the <br />previous estimate used equipment costs from 1996 and before, while the current estimate <br />uses equipment costs from 2000. <br />The revegetation also increased due to the addition of task 111, weed control, at a cost of <br />$76,294.00. The additional increase, not accounted for in this chart, is due to the indirect <br />costs, which are generally 25% or more of the direct costs. <br />Equipment cost increases and tasks not included (miscellaneous tasks) by BRL also <br />account for the Divisions higher cost for the train loadout alone. <br />Please review the Division's cost estimate and advise the Division as to whether BRL <br />agrees or disagrees with the estimate. <br />10. Please provide pre-mining and post-mining cross-sections for the coverfill stockpile, train <br />loadout facilities and railbed for verification of backfill volumes. <br />11. Map No. 15-3 (sheet 3 of 4) shows a coverfill stockpile. Please indicate where the fill <br />from this stockpile will be distributed. More specifically, is this from the excavation of <br />the railbed only or is there some cut from [he facilities bench as well. Please provide a <br />stockpile volume and across-section as well. <br />12. Topsoil stockpile "F" is labeled "E" on Map No. 15-3 (sheet 3 of 4). Please corzect this. <br />Ground Water Hydrology <br />13. Map No. 20, "Sedimentation Control Plan", shows a disturbance boundary but the disturbance <br />boundary is not explained in the legend. Please revise the legend on Map No. 20 accordingly. <br />
