5. Please update Map 4A to show the soil types in the west portion of the permit area. This <br />update had been done for PR-OS in the August 23, 2001 submittal. <br />Ve etg ation <br />6. BRI provided a very comprehensive, well-written baseline vegetation survey for the areas <br />to be disturbed by the proposed load-out and rail line. Revegetation success standards aze <br />included on page 29 of the report. BRI has stated that no production success standard <br />should apply to the derelict community and no species diversity standazd for the pasture. <br />However, Rule 4.15.8 requires cover, production, species diversity and shrub density <br />standards (for wildlife habitat) unless the criteria in rule 4.15.8(1)(a) or (b) apply. Neither <br />of these applies and therefore species diversity standard for the pasture and a production <br />standard for the derelict community will be necessary. Please revise the table on page 29 <br />to include the appropriate standards. <br />7. Seed Mix No. 1, Seed Mix No. 2 -Meadow Mix, and Seed Mix No. 3 -Upland Mix and <br />Seed, were included in the PR-6 submittal. These mixes aze not proposed for the azea to <br />be disturbed by the load-out facility, but the DMG has concerns with the number and <br />quantity of introduced species in [he seed mixes. These issues will be evaluated during <br />the upcoming permit renewal. <br />Seed Mixes No. 6 and 7 also contain introduced species. These mixes are proposed in <br />areas disturbed b}' PR-6. The post mining land use is either irrigated hayland or pasture. <br />These species may be appropriate. However, for all introduced species that are requested, <br />BRI will need to address the requirements of Rule 4.15.2(3) to demonstrate the <br />introduced species aze desirable and necessary to achieve the approved post mining land <br />use. <br />8. The Bowie Baseline Vegetation Survey for the proposed load-out facility provides a good <br />discussion of the noxious weeds present. Please update the Noxious Weed Control Plan <br />on page2.05-54 to include the species that were identified in the baseline study. DMG <br />would also like to reinforce the statement in the baseline survey that says, "an aggressive <br />weed control program is recommended to ensure these species are reduced in numbers <br />and extent or possibly eradicated from the reasonable proximity of the proposed project <br />area". <br />BRI should commit to performing weed control both during operations and reclamation <br />in the Noxious Weed Control Plan on page 2.05-54. <br />2 <br />
