The proposed contours on the reclamation plan map, Exhibit F, for the <br />Phase V area appear to be no different than the contours on Exhibit C-1, <br />' Affected Lands Map. A revised Exhibit F_must be submitted, showing the <br />reclaimed contours. <br />2. The reclaimed contours on the reclamation plan map, Exhibit F, for the <br />' Phase IY area, appear to be very similar to the contours on Exhibit C-1, <br />Plat 2 Map with some smoothing out of the contours. With an average <br />removal of 20 to 25 feet of material it would be expected that there <br />' would be a greater change in the reclaimed contours. Please clarify. <br />3. The February 28, 1978 SCS report states that "Mulching all treated areas <br />' will be necessary immediately after the seeding operation." Are there <br />plans for mulching the areas after seeding? If not please state your <br />justification for not mulching. If mulching will occur, please adjust <br />Exhibit L accordingly. <br />' 4. Please indicate reclamation phases on the Reclamation Map. <br />' Exhibit G - Water <br />1. Please be informed that if pit water is discharged, an NPDES permit may <br />be required. Please contact the Colorado Department of Health, Water <br />' Quality Control Division for details. <br />2. If pit water is to be discharged, please provide the Division with a plan <br />which complies with Rule 2.1.2(8)(b)(iii) for the disposal of pit water <br />and the handling of runoff water from the site. <br />3. Pursuant to Rule 2.1.2(8)(c) and (d ), please quantify water requirements <br />for dust suppression and any other water usage on the site and indicate <br />the source of this water and applicable water rights. <br />Exhibit I - Soils <br />1. Paragraphs 3 and 4, under Soil Management and Weed Control, of the <br />application state that soil will be salvaged to assure six to twelve <br />inches of soil (eight inches typical). It is also stated that salvage of <br />soil will include the entire solum to the B-2 soil profile horizon, where <br />present to that extent or to a minimum of twelve inches where soil depth <br />is greater than twelve inches. <br />As a matter of clarification, does this mean that where the depth to the <br />B-2 soil profile horizon is less than twelve inches, but where B-2 or C <br />profiles are present, salvage will include B-2 or C profiles to a total <br />depth of twelve inches? <br />\~ <br />
