Please provide <br />' detailed plans for handling, containment, disposal, spill and leak <br /> prevention, and spill and leak clean-up of hydrocarbons and other <br /> flammable or toxic waste products used or generated on-site, In <br /> particular, how does the operator plan to prevent pollution of <br /> ground and surface water and soils (solid ground materials) from <br /> these substances. If any containment structures, such as lined <br /> ponds, berms, etc. will be built, please provide engineering <br />' details, maps and cross-sections of these structures and include <br /> them on Exhibit C. <br /> 4, Please provide representative cross sections of mining cuts excavated to <br /> full depth. <br /> 5. We are concerned about clear delineation of phases in this operation. To <br />' avoid excessive financial warranty requirements, and in order to comply <br /> with Rule 6, you should delineate phases which are keyed to concurrent <br />' reclamation. For instance, the Exhibit D - Mine Plan refers to Phases I, <br />II, III, IV and V. Phases IV and V comprise 200 acres each. However, <br /> No. 12 of the mine plan exhibit states that no more than 30 acres of <br /> disturbance will exist at any one time. Also, Exhibit L - Reclamation <br /> Costs - are based on a maximum disturbance of 30 acres. <br /> Therefore, it would appear that mine phases of no more than 30 acre <br /> blocks should be described and shown on the mine plan maps. Please <br />' clarify. <br /> 6. Paragraph 6 of the Mine Plan states that mining and reclamation will <br /> proceed in sequence across the site as illustrated on Exhibit C-2, Mine <br /> Plan Map. Such a sequence is not evident on the maps. <br /> Exhibit E -Reclamation Plan <br /> 1. Please provide typical cross sections of backfilled and non-backfilled <br /> areas of each pit area {Phases I, II, III, IY and V, including <br />' post-mining slope angles. <br /> 2. Please provide a map which indicates where final backfill areas will be <br />' located. <br /> 3. All pit areas should have positive drainage following reclamation in <br /> order to achieve the intended post-mining land use. Please commit to <br /> achieving positive drainage from all excavations. <br />' 4. In order for the revegetation plan to comply with Rule 6.5 in promoting a <br />diverse, effective, and long-lasting vegetative cover, provisions for the <br /> establishment of perennial fortis and shrubs should be included in the <br /> reclamation plan. <br /> <br /> <br />
