reviewed and a clarification map has been included with this
letter to address the concerns. The legend has been updated
to show the phase boundaries as a solid, thin line; the existing
disturbed area as shown with slanted lines; the reclaimed area
boundaries are shown as a cross hash, the affected area is
outlined in a solid, thick line surrounding Phases 5,6,7, the
additions with this amendment) and the overall permit boundary
is the thickest line noted as "New Permit Boundary". In regard
to the question concerning the difference between the phase
lines and the limits of mining lines, our initial phase lines
were more general location lines, with the limits of mining
notation indicating the actual limit. At this time, we feel
the general location of phase lines can suffice since strict
adherence to a line drawn conceptually on paper may have to
change to make operations efficient in the field.
The irrigation ditch label mentioned was inadvertently dropped
from the original map; we have indicated other irrigation
ditches, more commonly called "laterals" as they are not main
ditches or canals. No overhead or underground power lines exist
within the mining areas Underground power to the residences
outside the mining areas is indicated. The area west of the
Phase 5 area is a wetlands and exists seasonally, depending
on precipitation, river levels, etc. We have had the Army Corps
of Engineers review the site and have agreed to a 50' setback
from the wetlands as well as marking this setback of the wetlands
with stakes and flags to ensure the boundary is maintained.
That setback coincides with the proposed west boundary of Phase
5 on the maps. Please see letter from the Army Corps included
with this response. Our clarification map indicates two
dwellings to the north of the overall mining permit boundary,
one of which was installed only within the last two months.
Both these structures are well outside the actual affected mining
area and as such were not shown before.
We have included a topographic map for your review. It was a
part of the original drainage plan submittal for the
County Master Plan. The stormwater controls mentioned in the
stormwater Management Plan have not all been constructed at
this time since we received .our approval of the stormwater plan
last fall in connection with the NPDES permit and needed
clarification of some of the stormwater permit criteria before
proceeding. The stormwater controls are basically grading into
the present and proposed ponds and thence off property in natural
drainages that wind up in the Pine River system. This grading
and drainages exist at present in the mining and permit areas.
In the processing area, which is not part of the mining permit
area, we have drgwn in the two detention ponds and have shown
the direction of flow through those ponds.
The adjacent landowners' map is included with this clarification
letter for your use.
8 OTHER PERMANENT MAN-MADE STRUCTURE
_. ...,... a..._.+.:.
