on a regular basis thou~t out the year. <br />ASPHALT AND CONCRETE RECYCLE STOCKPILE AREA - An area separate from the <br />other stockpiles on the site has been established for the stockpiling of asphalt and concrete <br />rubble. This material is brought to the mining area from outside sources and is crushed <br />and stockpiled near the product stockpile area and then reused. This activity was <br />requested during the local land use approval process as part of a community effort to <br />increase the life span of the local landfill. The stockpile areas are relocated as mining <br />progress across the mining area. <br />ASPHALT PRODUCTION - A portable asphalt plant has been erected on the site. Material <br />crushed on site is used for asphalt production. Maximum production for the portable plant <br />is 2000 tons per day. In 1998 the plant which has operated on the site during the prior <br />years was replaced with a new "state of the art" plant. This new plant utilizes a "bag <br />house" to capture any fine particles of material from entering the atmosphere. The plant <br />meets or exceeds all State and Federal pollution requirements, and is inspected on a <br />regular basis by corporate and governmental authorities. <br />CONCRETE BATCH PLANT - A concrete batch plant, operated by Lafarge, is located a <br />short distance south of the asphalt plant. Lafarge, formally known as Western Mobile, <br />purchased and began renovation of the plant during the winter of 1996-1997. Production <br />began in May of 1997. Plant renovation efforts included special upgrades to the dust <br />control features. Water is obtained from the previously mentioned dust control pond. <br />Prior to operating at the Vagneur Site, Lafarge was located at the nearby "Pitkin Iron" <br />property. A truck washout area is to be located near the concrete batch plant during 2000. <br />The concrete lined facility will preclude any washout water from percolating into the <br />ground. <br />HAUL ROAD -The existing roads and access serving the site are well maintained and are <br />in good repair. Access to the site is gained from State Highway 82, Smith Road and an <br />existing private asphalt paved road. In addition to providing access to the gravel pit, the <br />haul route also provides access to two privately owned properties adjacent to the permit <br />boundary.
