trucks are used: 10 yar7dump trucks with a capacity of 15 t ns and 23 ton capacity belly <br />dump trucks and redi-mix concrete delivery trucks. Most of the trucks that use the haul <br />route are not owned by Elam Construction, or Lafarge, but, by Federal, State and Local <br />Government agencies and private truckers. Speed limit and other traffic control signs can <br />be found along the entire length of the haul route. Water is used on a continual basis to <br />control dust on the haul roads and within the mining area. <br />EMPLOYEE HOUSING -Approximately one acre of the property is reserved for temporary, <br />short term, seasonal use by employees of Elam Construction, Inc. for the parking of RV <br />units and one caretakers year-round dwelling. The entire housing area is screened and <br />buffered from the surrounding area by a seeded, 10 foot high earthen berm. In 1998, the <br />RV parking area was expanded from 13 units to 20. Part of the expansion efforts included <br />the construction of a completely new septic tank and absorption field. A Site Plan, which <br />depicts the location of the expanded number of units, can also be found in Exhibit C. <br />FUEL STORAGE AREAS -Two primary fuel storage areas are currently located on the <br />site. The first is a 1,200 square foot area adjacent to the main office, the other is near the <br />concrete batch plant that have been designated as fuel storage facilities. An asphalt oil <br />tank is located adjacent to the asphalt plant, and a diesel fuel tank is located near the <br />portable gravel crushing unit. AlI fuel is stored in above ground tanks and have lined <br />containment dikes to prevent any discharges of fuel from leaving the site or percolating into <br />the ground. An engineered Spill Prevention, Control and Counter Measure Plan (SPCC) <br />is on file with the State of Colorado Labor and Employment's Oil Inspection Section. A key <br />element of the SPCC plan includes annual training for all workers at the facility for spill <br />containment and controls in the event that a spill should occur.
