u <br /> <br />2. Backfill will be graded to proper slopes using dozers or similar equipment . All slopes <br />will be graded no steeper than a ratio of a 3 foot horizontal to 1 foot vertical slope. <br />Grading will be done by dozers and scrapers which will compact and stabilize the <br />overburden material. To insure stability of the slopes, material will be placed in 12 inch <br />lifts and compacted to a minimum density of 90 percent (standard proctor, ASTM D- <br />698). <br />Selective handling and placement of backfill materials will not be necessary since the <br />material will be screened and segregated prior to placement. Most of the backfill material <br />will be imported, mountainous type soil from the surrounding area and should not present <br />any toxicity problems. To insure that all the material delivered to the facility from outside <br />areas is clean and inert, the following procedure has been implemented: <br />1. The individual or company delivering material to the facility is required to sign an <br />affidavit certifying that the material is: clean and inert, the originating source of <br />the material, and the estimated volume. At the discretion of the facility operator, <br />the certification may also include an environmental audit of the source site <br />prepared by a Colorado Registered Professional Engineer or a Registered <br />Environmental Manager. <br />2. During the stockpiling process, the facility manager, and those individuals who <br />operate the stockpiling equipment, will conduct constant visual analysis of the <br />delivered material on a truck by truck basis. At a minimum, the visual evaluation <br />will identify that the soil does not have any hydrocarbon contamination, <br />hazardous substances, or other solid waste. <br />3. In the event that contaminated material is identified, all work in the immediate <br />area will cease and a Colorado Registered Professional Engineer or a <br />Registered Environmental Manager will be contacted by the facility operator. <br />Rev.01-04-00 <br />E-9 <br />
