Rule 2.05.3(3)(b) A description of each existing structure, for which there are specific design <br />criteria or performance standards specified in these Rules, proposed to be used in connection <br />with or to facilitate the surface coal mining and reclamation operations. The description shall <br />include: <br />There are two ponds and some roads in this category. The application is in compliance with this <br />rule. <br />Rule 2.05.3(3)(c) A description of each road, conveyor, or rail system to be constructed, used, or <br />maintained within the proposed permit area. The description shall include a map, prepared in <br />accordance with 2.10, appropriate cross sections, and the following.• <br />There is a main haul road in the Seneca II W permit (tie-cross-over) for which the applicant has <br />right of entry. <br />There are two haul roads HGLF-HR1 and HGLF-HR2. HGLF-HR2 has been permitted but not <br />built (PAP page 5 Tab 12). HGLF-HRl is described on page 5 Tab 12. A statement is made that <br />cross sections are in Exhibit J of the Seneca II W permit. A cross section certification is at page 9 <br />of Tab 12. <br />There is an access road (page 8 Tab 12), but two access roads are indicated on Drawings <br />l2-l and 12-2. The east access road (from HGLF-H122 to the crusher building) needs better <br />definition on Exhibit 12-2. <br />There is a light use road (page 8 Tab 12). The light use road is not shown on the maps. <br />There is a rail spur and loop (page 8 Tab 12). The rail spur plan is shown on Exhibits 12-1 and <br />12-2. A profile and cross section are on page 10 of Tab 12. <br />Rule 2.05.3(3)(c)(i) Specifications for each road width, road gradient, road surface, road cut, fall <br />embankment, culvert, bridge, drainage ditch, and drainage structure. <br />The application is in compliance with this rule. Specifications are at Appendix 12-3. <br />Rule 2.05.3(3){c){ii) A report of appropriate geotechnical analysis, where approval of the <br />Division is required for alternative specifications, or for steep cut slopes under 4.03.1(1)(e), <br />4.03.1(3)(d), 4.03.2(1)(e), or 4.03.2(3)(d). <br />The application is, by exception, in compliance with this rule. There are no alternative <br />specifications. <br />Rule 2.05.3(3)(c)(iii) Adescription of measures to be taken by the applicant for alteration or <br />relocation ofa natural drainage way under 4.03.1(4)(a)(i), 4.03.2(4)(a)(i), or 4.03.3(4)(d). <br />Page 16 of 38 pages, November 8, 2005 <br />
