Rule 2.05.2(2) Operation description. A general description and appropriate map(s), prepared <br />in accordance with 2.10, describing the area of land to be affected over the life of the operation, <br />according to the anticipated sequence of mining and reclamation, and ident~ing each area of <br />land for which it is anticipated a new, separate, five year permit will be obtained and a <br />performance bond will be posted throughout the operation and any change in a facility or <br />feature shown under 2.10 which would result from the proposed operations. <br />The application is in compliance with this rule. See Tab 1 of the PAP. Affected lands are <br />depicted on Exhibit 17-1. The affected area is static for the life of operation. <br />Rule 2.05.3 Operation Plan -Permit Area. <br />Each application shall contain a detailed description of the specific mining operations proposed <br />to be conducted within the permit area. This description shall include, at a minimum, the <br />following: <br />Rule 2.05.3(1) Production methods and equipment. A narrative description of the specific type <br />and method of coal mining procedures and proposed engineering techniques, anticipated annual <br />and total production of coal by tonnage, and the major equipment to be used for all aspects of <br />those operations. <br />Coal is not mined (produced). It is transferred. Quantities aze estimated up to 2,500,000 tons <br />(PAP Tab 1 Page 3). <br />Rule 2.05.3(2) Operation description. <br />This permit is for a loadout/load-in facility. Operations aze described at Tab 12. <br />Rule 2.05.3(3) Mine facilities. <br />Rule 2.05.3(3)(a) A description, plans, and drawings, describing the location, construction, <br />modification, use, maintenance and removal of mine support facilities in the permit area <br />including all buildings, structures, utility corridors and other support facilities including but not <br />limited to those listed in 4.04. Plans and drawings shall include a map, to meet the standards <br />prescribed in 2.10, appropriate cross sections, design drawings, and specifications sufficient to <br />demonstrate compliance with 4.04. <br />Items of compliance are scattered through out the PAP. A description of is provided on pages 3 <br />through 4 of Tab 1. A facilities map is Drawing 12-1. Facility cross-sections for the radial stacker <br />and conveyor aze at Drawing 12-1A. There are no drawings for other non-regulated facilities, but <br />there is a detailed description (see pages 12 and 13, Tab 12). <br />Page 15 of 38 pages, November 8, 2005 <br />
