Surface coal mining operations may currently occur at the Trapper mine in more than one pit at <br />one time. Simultaneous blasting at two or more pits creates the potential for a heightening of the <br />effects of ground vibration and airblast upon protected structures. In accordance with Rule <br />2.05.3(6)(a), please update section 3.4 Blastine of the TMI permit to include a sentence stating <br />that blasting may occur simultaneously at two or more pits. This statement could be added to <br />existing permit page 3-31. <br />9. Rule 2.05.3(6)(a)(viii) requires that each explosive storage and handling facility be identified on <br />a map. Please update Section 3.4 of the TMI permit to state which TMI permit maps denote the <br />location(s) of these facilities. <br />10. Rule 4.08.1(3) requires, among other things, that the blaster and at least one other person be <br />present at the firing of each blast. In order to demonstrate compliance with this Rule, please <br />update Sentence No. 3 on TMI permit page 3-32 to state, "Name, signature and license number <br />of blaster, and name and signature of at least one other person present during the firing of the <br />blast." <br />11. Rule 4.08.1(4) requires an anticipated blast design, signed by a certified blaster, be prepazed in <br />accordance with Rule 4.08.1(4)(b) and submitted to the Division if blasting will occur within: <br />(a) 1000 feet of any building used as a dwelling, public building, school, church or <br />community or institutional building outside the permit area; or <br />(b) 500 feet of an active or abandoned underground mine. <br />If, during the next five year term, TMI will conduct blasting operations within these distances, <br />please provide this anticipated blast design. If, during the next five year term, TMI will not <br />conduct blasting operations within these distances, please provide a statement to this effect <br />somewhere in TMI permit Section 3.4, and a statement that as such, the anticipated blast design <br />required by 4.08.1(4) will not need to be submitted for this next five-yeaz permit term. <br />12. To acknowledge the requirements of Rule 4.08.4(8), please update the TMI permit by adding the <br />following statement somewhere on page 3-31: <br />"Flyrock, including blasted material traveling along the ground, <br />will not be cast from blast sites more than half the distance to <br />the neazest dwelling or other occupied structure and in no case <br />beyond lines of property owned or leased by TMI, or beyond <br />the azea of access regulated by Rule 4.08.4(5). <br />13. To more accurately reflect the requirements of Rule 4.08.5(4), please update existing sentence <br />No. 4 on TMI permit page 3-32 with the following: <br />"Identification, direction, and distance, in feet, from the neazest <br />blast hole to the neazest dwelling, school, church, or community <br />C-1981-010 RN04/PROS 5 08/29/02 <br />
