Rule 2.05.3(6)(a)(vii), the following sentences are suggested as replacements for the existing <br />sentences cited above: <br />"Blasting will be conducted in such a manner as to ensure compliance <br />with the ground vibration limits set forth in Rule 4.08.4(10). Blasting <br />will be conducted in accordance with the following equation: <br />W = (D/Ds)Z, where <br />W =the maximum weight of explosives, in pounds, that can be <br />detonated in any 8-millisecond period during a blast or during <br />two or more simultaneous blasts; <br />D =the distance, in feet, from the closest blast hole to the neazest <br />dwelling, public building, school, church, or community or <br />institutional building; <br />DS = ttte scaled-distance factor, using the following values as <br />described in Rule 4.08.4(10): <br />50 =when the distance from the closest blast hole to the <br />neazest dwelling, public building, school, church, or <br />community or institutional building is 0 to 300 feet; <br />55 =when the distance from the closest blast hole to the <br />neazest dwelling, public building, school, church, or <br />community or institutional building is 301 to 5000 feet; <br />65 =when the distance from the closest blast hole to the <br />neazest dwelling, public building, school, church, or <br />community or institutional building is 5001 feet or greater. <br />Rule 4.08.4(6)(c) requires periodic airblast monitoring to demonstrate compliance with the <br />airblast limits of 4.08.4(6)(a). These airblast compliance limits vary, depending on the lower <br />frequency range of the airblast monitoring equipment being used. <br />(a) In accordance with Rule 2.05.3(6)(a)(iv), please update the TMI pernvt with descriptions <br />of the type, capability, sensitivity, and location of all blast monitoring equipment that <br />TMI intends to use. Please be aware that Rule 4.08.4(6)(c) requires airblast monitoring <br />equipment to have anupper-end flat-frequency response of at least 200 Hz. <br />(b) In accordance with Rule 2.05.3(b)(a)(vii), please update the TMI permit with a <br />description of the applicable airblast compliance limit(s) from Rule 4.08.4(6)(a} that TMI <br />intends to comply with. <br />(c) In accordance with Rule 2.05.3(6)(a)(iv), please update the TMI permit with a description <br />of the procedures that TMI intends to follow when using this blast monitoring equipment, <br />including the frequency (every blast, every overburden blast, etc) of use, the location of <br />C-1981-010 RN04/PROS 4 08/29/02 <br />
