• 14 • <br />EXHIBIT E <br />RECLAMATION PLAN <br />WEST EPD G[1AVEL PIT tlo. 1 <br />WEST EED GRAVEL CO!@AdY <br />SEk SEC 11, T46tl, R15W, tl!@M <br />Reclamation of the WEST END GR.aVEL PIT No. 1 shall be restoration to rangeland <br />livestock pasture in stages as mined areas are excavated and no longer needed for <br />processing and stockpiling operations. Headwalls of excavated pit areas shall be gaded to <br />shallower than 3-Horizontal to 1-Vertical (3H:1~~ backslopes, and the pit floor gaded <br />smooth and as flat as possible with a slight (0 to 5°,'0) slope south toward Doing irrigation <br />ditch. :art average depth of 6 inches (+ or - 3 inches) of the sah,•aged topsoil shall be <br />evenly spread over the entire disturbed surface, including backsloped headwalls. Seed per <br />the following N.R.C.S.-recommended specie and rate shall be drilled into a lightly tilled <br />surface with a Bass-seed drill, or where too steep for drilling the seed shall be hand <br />broadcast at double the drilling recommended rate. Livestock shall be prevented from gazing and trampling, <br />seeded areas by fencing as needed until vegetation root growth is well established. <br />NORTH-CENTR.aL 1tIINING UNIT <br />Reclamation shall begin at the completion of mining in the northeast portion of the site <br />north of the secondary central access road. First, headwall slopes at the north and east <br />boundaries shall be shaped and finish gaded no steeper than 3H: IV.:1rly portions of the <br />worked-out pit floor east of the central drainage arroyo that are not used nor earmarked for <br />processing and stockpiling shall be finish-gaded flat, and topsoiled. Seeding and <br />mulching shall follow at the earliest climatic opportunity for all areas so prepared. <br />The permit financial warranty can be appropriately reduced for performance of <br />reclamation stages completed. <br />Portions of the remainder of the mined-out pit east of the central drainage arroyo that are <br />progessivety retired from use as process and stockpiling operations shall be finish-graded, <br />topsoiled, seeded, and mulched as the worked-out northwest mining unit pit floor is <br />increasin.~y used for stockpiling and processing operations. The otig~irtal route of the <br />secondary access road that connected with the main access road through the worked-out pit <br />shall be replaced through the worked-out pit <br />
