Not more than sixty (60) days prior to the application of any <br />fertilizer to regraded, revegetated or reclaimed lmrd, the soil <br />shall be examined by appropriate soil tests to determine actual <br />fertilization needs of the land to be treated. Ilse operator shall employ methods of weed control whenever in- <br />vasion of a reclaimed area by annual, biounial, or pererunial weed <br />species seriously threatens the continued development of the de- <br />sired vegetation. t~'eed control methods shall also be used when- <br />ever the inhabitation of the reclaimed area by weeds threatens <br />further spread of serious weed pests to nearby areas where the <br />presence of such weeds would be clearly undesirable. <br />4. Tire operator may select either or both of two methods of weed <br />control: . <br />a. Dlechvrieal control, and <br />b. Qremical control. <br />'i'he method oC control shall he reported to thc.Board prior to <br />implementation. The selection of weed control measures shall <br />consider: <br />a.
