In the case of sand and gravel operations, the mining and recla- <br />• motion plan shall, wherever possible, sclmrent the life of the <br />operation into five year or shorter intervals. Extraction in each <br />sebanent s1ra11 be completed and reclamation begun within five years <br />after the initial permit is issued. <br />C. Topsoiling. <br />1. All available topsoil shall be removed from areas of excavation <br />within the affected area before removal of materials wrderlying <br />the topsoil. Topsoil removal shall precede each step of the <br />mining process. 'fhe operator shall indicate in the reclamation <br />plan the equipment and procedures to be used in topsoil salvage <br />and redistribution. <br />2. l'opsoil stockpiles shall lie located in areas where they will not <br />lrc disturbed by on-goins mining operations, provided, however, <br />such stockpile areas must be included in the affected areas and <br />subject to all reclamation requirements. <br />3. The Board will require topsoil be replaced on the backfilled and <br />graded area in a short enough time to prevent deterioration of the <br />topsoil. In the event backfilling and grading is not possible <br />within this time, the Board may require innediate planting of an <br />u <br />
