General. <br />These recl:cnation performance standards sVrall apply to open mining of <br />coal, sand, gravel, c{uarry aggregate :rnd limestone used for construc- <br />tion purposes. All operations performed corder permits issued by the <br />Board shall be carried out in a marurer consistart with standards set <br />fort)r in the Act and in the rules promulgated tlrcr-eundcr. <br />B. Grading, <br />1. All fin;rl grading oC the area of lapel affected shall produce a <br />gently wrdulatirrg topography or other such topography as is con- <br />sistent with the proposed land use of the area as stated in the <br />plan, provided, however, such grading s}rall create a topography <br />that is r-easonahle in view of the public .interest in ph}•sically <br />attractive surrowrdings. <br />2. Grading slr:rll be done in a marurer as to control erosion and <br />siltation oC the affected area, surrounding property, and water <br />courses, After consultation with the operator, the Board ma}• <br />require terracing to conserve moisture and control rater erosion <br />on all graded slopes during the process of current grading, <br />Terraces if used may be installed in such a manner as not to <br />{~rolribit vehicular access or revegetation procedures. Terraces <br />shall be installed at varying intervals as determined by climatic <br />conditions, spoil, topsoil or topsoil srilrstitute composition and <br />texture, sloirc, steclnress, and slope lcngtlr. Suggested terrace <br />installation intervals shall be submitted in Ure reclamation plan, <br />3. Plining and grading shall not affect the drainage or stream flow <br />in a marurcr that would impair or be detrimental to existing water <br />rights and to existing water quality. <br />4. Backfilling and grading of the disturbed area shall he completed <br />as soon :rs feasible after the mining process. The operator shall <br />establish reasonable timetables for backfilling and grading con- <br />sisteirt with good mining procedures. <br />5. All debris, acid-forming materials, saline materials, toxic <br />nuitcrials, matcr~ials constituting a fire hazard or materials not <br />conducive to vegetation growth and establislrmcirt shall be dis- <br />posed oC in such a manner as to prevent contamination of ground <br />and surface ruaters, to prevent sustained combustion, mrd to pre- <br />vent inhibition of plant growth acrd establishment. Identifica- <br />tion of such materials shall be the responsibility of the opera- <br />tor. 'Ibis section shall be interpreted in conformity with the <br />rules a»d regulations of the Water Quality Control Commission <br />and State Engineer. <br /> 6.
