Please revise the "General Blasting Procedures" section (page 2.05-29) and its "4.08.1 <br />General Requirements" section (page 4.08-1) of the permit to include a statement that <br />Colowyo will ensure that the blaster and at least one other person will be present at the <br />firing of each blast. <br />Item 6 Please modify "Figure 2 Blasting Report" form to include a line (or lines) for the <br />name(s) of the other person(s) present at each blast (at least one other). <br />Item 7. Rule 4.08.3(1): Blasting Schedule Publication <br />6) Copies of the schedule shall be distributed by mail to local governments and public utilities and <br />by mail or delivered to each residence within one-half mile of the blasting site described in the <br />schedule. <br />(c): The blasting schedule shall be republished and redistributed by mail at least every 12 months <br />Colowyo's permit contains a section entitled "Public Notice of Blasting Schedule" (page 2.05-29), <br />and a section entitled "4.08.3 Public Notice of Blasting Schedule" (page 4.08-1). Neither section <br />contains an acknowledgment of the requirements of Rule 4.08.3(1)(b) and (c) regarding annual <br />redistribution of the blasting schedule to local governments and public utilities, and to residences <br />situated within one-half mile of any Colowyo blasting site. <br />Please revise the "Public Notice of Blasting Schedule" section (page 2.05-29) and the "4.08.3 <br />Public Notice of Blasting Schedule" section (page 4.08-1) to state that "Copies of the blasting <br />schedule will be redistributed every 12 months by mail to local governments and public <br />utilities. Copies of the blasting schedule will be redistributed by mail or redelivered to each <br />residence within one-half mile of the blasting site described in the schedule." <br />Item 8 Rule 4.08.4(3): Warning and all-clear signals of different character that are audible <br />within a range of one-half mile from the point of the blast shall be given. <br />Colowyo's permit, on page 2.05-30, states "Four series of three short sirens and four series of <br />three long blasts will be sounded before the blast. After checking the blast, the Blasting Foreman <br />will report all cleaz to the bamcade crews." <br />Colowyo's permit, on page 2.05-33, in "Figure 1 Published Blasting Schedule", states "After blast <br />all clear sienal: Blasting Foreman checks the blast and reports all clear to barricade crews, <br />followed by a single, long siren." <br />Colowyo's permit, on page 4.08-3, states "Colowyo gives warning and all-clear signals of <br />different characters that aze audible within a range of one-half mile of the blast." <br />So that these three permit sections are more consistent, please: <br />
