follow the currently-approved sentence on page 2.05-30 that states, "After checking the <br />blast, the Blasting Foreman will report all clear to the barricade crews." with a new, <br />additional sentence that reads, "This will be followed by a single, long siren." <br />Item 9 follow the currently-approved sentence on page 4.08-3 that states, "Colowyo gives <br />warning and all-clear signals of different characters that are audible within a range of one- <br />half mile of the blast " with a new, additional sentence that reads, "A description of these <br />signals may be found in the "General Blasting Procedures" portion of Section 2.05 of this <br />permit." <br />Item 10 Rule 4.08.5: A record of each blast, including seismograph reports, shall be retained for <br />at least 3 years and shall be available for inspection by the Division and by the public upon <br />request. The record shall contain the following data.• <br />Colowyo's permit, on page 2.05-28, states, "Three general types of overburden blasting will be <br />required: one for blasting overburden, one for the pre-splitting of overburden to provide for safer <br />Mghwalls, and one for blasting coal". It appears that the first part of this sentence should more <br />correctly state "Three general types of blasting will be required: <br />Please address this small apparent discrepancy. <br />Item 11 Colowyo's pemut, on page 2.05-28 states, "Approximate blasting patterns for coal and <br />overburden are shown is Table 5, Blasting Parameters -Overburden (Typical); Table 5(A) <br />Blasting Pazameters -Overburden Pre-Split Shot (Typical) and Table 6, Blasting Parameters - <br />Coal (Typical)" Colowyo's permit, on page 2.05-28 additionally states, "Colowyo will keep a <br />record of each individual blast by utilizing report formats shown in Figure 2 -Blasting Record <br />(coal and overburden), Figure 3 -Blast Report (Lbs Explosives/Drill Hole) (overburden only) and <br />individual Colowyo Drill Reports -Figure (overburden only). <br />Please revise the statement on page 2.05-28 to read, "...by utilizing report formats shown in <br />Figure 2 -Blasting Record (coal, overburden, and overburden pre-splits), Figure 3 -Blast <br />Report (Lbs Explosives/Drill Hole) (coal, overburden, and overburden pre-splits) and <br />individual Colowyo Drill Reports -Figure (coal, overburden, and overburden pre-splits). <br />Colowyo will also keep records that comply with Rule 4.08 for any other types of blasts that <br />may potentially occur on site, such as those that may be used during road, pond, or facilities <br />construction." <br />Item 12 Colowyo's permit on page 4.08.5, under the section entitled, "4.08.5 Records of Surface <br />Blasting Activities", states, "Colowyo will record all coal and overburden blasts in a format as <br />shown in Section 2.05, Figure 2, Blasting Report, which conforms to the requirements of4.08.5." <br />Please revise this sentence to state, "Colowyo will record all blasts, including coal, <br />overburden, and overburden pre-split blasts, in a format...". <br />Item 13 A discrepancy between Table 5 (permit page 2.05-31a) and Figure 3 (permit page 2.05- <br />34b) appears to exist.
