(iv) description of type's, capabilities, sensitivities, and locations of use of any blast monitoring <br />equipment and procedures proposed to be used; <br />(vii) the limitations the operator will meet with regazd to ground vibration and airblast, the bases <br />for those limitations, and the methods to be applied in controlling the adverse effects of blasting <br />operations. <br />Rule 4.08.4(6)(c): The operator shall conduct periodic monitoring to ensure compliance with the <br />airblast standards. <br />Colowyo's permit page 2.05-30 states that "Colowyo will periodically conduct airblast monitoring <br />to ensure compliance with airblast standads". Colowyo's permit page 2.05-30 also states that "An <br />Instantel Inc. Blastmate Series II, model DS-477 has been installed at the Durham Ranch. Details <br />regazding the monitor specifications are included in Exhibit 14." A check of Exhibit 14 in <br />Colowyo's permit indicates that the Instantel Blastmate Series II seismograph/microphone <br />monitoring unit has been replaced, via TR-44 (submitted 1/15/98), with an Instantel Minimate <br />Plus seismograph/microphone monitoring unit. <br />Please revise the permit text to indicate how frequently this airblast monitoring will occur. A <br />preferred frequency would be every blast. <br />Item 3 Please update the permit text on permit page 2.05-30 to reflect the change in blast <br />monitoring equipment. <br />Item 4. Rule 4.08.4(6)(a) describes the airblast standards applicable to certain buildings situated <br />outside a mine's permit azea, unless those buildings are owned by the person who conducts the <br />surface coal mining operations and are not leased to any other person. These airblast standards <br />vazy, however, depending upon the low frequency limit of the airblast monitoring unit used by the <br />operator. A review of Exhibit 14 in Colowyo's permit indicates that the airblast monitor currently <br />being used by Colowyo at the Durham Ranch has a low frequency limit of 2 Hz. Rule 4.08.4(6)(a) <br />indicates that the airblast standard applicable to a 2 Hz low frequency limit is 133 dB (peak). <br />Please revise the permit text on page 2.05-30 to acknowledge that as the airblast monitor <br />currently being used by Colowyo at the Durham Ranch has a low frequency limit of 2 Az, <br />the airblast standard that Colowyo will comply with at the Durham Ranch is 133 dB (peak). <br />Item 5 Rule 4.08.1(3): The blaster and at least one other person must be present at the faring of a <br />blast. <br />Colowyo's permit contains a section entitled "General Blasting Procedures" that begins on page <br />2.05-29. The permit also contains a section entitled "4.08.1 General Requirements" on page 4.08- <br />1.Neither section includes an acknowledgement of the requirement of Rule 4.08.1(3) that the <br />blaster and at least one other person be present at the firing of each blast. <br />
