Technical Revision Application No. 31 (TR-31)
Incorporate Revised Air Emissions Permits into Permit
Dear Mr. Freeman:
The Division of Minerals and Geology hereby issues notice, in accordance with Title 34, Article 33, Section 116, Paragraph
4, of [he Colorado Revised Statutes, that on April 26, 1999, an application to revise coal mining operations at the Bowie Mine
No. I was considered complete for the purposes of filing. The revision was submitted by Bowie Resources Limited. All review
and comment periods as provided in the Act and the Regulations initiate from this date of filing.
The approval of this revision would incorporate revised air emissions permits (construction permits) into the Bowie No. I
permit for the train loadou[ and for the mine site itself. The revised air emissions permits have increased [he maximum
production limit at the train loadou[ from 1.7 million tons per year to 3.0 million tons per year. The air emissions permit
production limit at the mine site remains at one million tons per year. No new land will be disturbed. There will not be any
changes to the facilities or the hydrologic protection system. There will be an increase in the water consumptive use at the train
loadou[.
The underground coal mining operation is on land located approximately 3 miles north of Paonia, Colorado. The permit area
is further described as follows:
Portions of Sections I, ?. 3, 10-I5, 22-25, Township 13 South, Range 92 West of the 6th P.M.
Portions of Sections 5-8, 17-19, 29-32, Township I3 South, Range 91 Wes[ of the 6th P.M.
The above-mentioned tracts of land are shown on USGS 7.5 minute Quadrangle map of Bowie.
A copy of the technical revision application is available for public inspection at the Delta County Coutthouse, 5th & Palmer,
Delta, CO 81416, and at the Division office. For additional information or to provide written comments, contact the Division
of Minerals and Geology, Room 215, 1313 Sherman Street, Denver, Colorado 80203. [phone]. In order for us to
comply with regulatory time frames. we request [hat comments be submitted within fifteen (I S) days of this letter. However,
comments may be recieved a[ the Division within thirty (30) days of the publication of the public notice of the completeness
for this Technical Revision. If no comments are received by then, we will proceed on the assumption that you have no concerns
with, or objections to, the applicant's proposal.
