• 5.02.01 FOUNDATION PREPARATION <br />The COA Monitor shall observe and document the foundation preparation including: <br />- stripping and excavation activities to ensure that CONTRACTOR places the <br />material in the appropriate stockpile (Structural Fill, Select Structural Fill, <br />Underdrain Fill, Leak collection and Detection Fill, Underdrain Pipe Backfill, Soil <br />Liner Fill, Drain Cover Fill), if stockpiling is necessary; <br />- monitoring stockpiling activities to verify location of stockpile, material type, <br />and dressing; <br />- observation of the excavations for moisture seeps, weak foundation soil, <br />elevation, and proper drainage; <br />- monitoring subgrade preparation and confirming that the surface of the <br />subgrade is free of soft, organic, and otherwise deleterious materials (debris, <br />branches, vegetation, mud, ice, or frozen materials) and that soil and rock <br />surfaces that contain joints or fractures are adequately filled in accordance with <br />the SPECIFICATIONS; <br />- construction of access roads, drainage control features and erosion control <br />features to verify accordance with the DRAWINGS and SPECIFICATIONS; <br />- structural fill placement including soil type, clod or particle size, loose lift <br />thickness, moisture conditioning process, type of compaction equipment and <br />• methods used to attain compaction of the subgrade foundation, number of <br />passes, uniformity of compaction coverage, in-place moisture content and dry <br />density in accordance with the SPECIFICATIONS; <br />5.03.02 PLACEMENT OF MATERIALS <br />During placement of Structural Fill, Select Structural Fill, Underdrain Fill, Leak Collection and <br />Detection Fill, Underdrain Pipe Backfill, Soil Liner Fill, and Drain Cover Fill, the COA Monitor <br />shall observe and document preparation and placement of these materials including: <br />- verification of fill types for intended use; <br />- monitor and document material placement, including soil type, clod and particle <br />size, loose lift thickness, moisture conditioning process, compaction equipment <br />and methods used to attain compaction, number of passes, uniformity of <br />compaction coverage, compacted lift thickness, bonding of lifts and in-place <br />moisture content and dry density is in accordance with the SPECIFICATIONS; <br />- observation of the mixing of tailings and rock fill to ensure that proper <br />percentages of each are controlled by CONTRACTOR and that the materials are <br />mixed together to create a homogenous composite Structural Fill; <br />- Soil Liner Fill surface to verify that the surface has been proof-rolled, <br />compacted, or handworked so as to be in a condition (free of ruts, desiccation <br />cracks, abrupt grade changes, sharp stones or objects, soft areas) suitable for <br />geomembrane installation; <br />• <br />February 18, 1994 Section 01400.1 <br />01400.1-7 Earthworks CQA Plan <br />Revision 0 <br />
