• - selection of the construction CONTRACTOR and the administration of the <br />construction contracts, including any associated changes that occur during the <br />course of construction; <br />- coordination of all construction activities associated with CONTRACTOR; <br />scheduling and coordinating construction activities with required COA testing <br />and activities; <br />- overseeing the construction quality control operations performed by <br />CONTRACTOR; <br />- approve specific corrective measures to be implemented during construction <br />when deviations from the COA Plan occur; <br />- ensure that required quality assurance testing has been performed in <br />accordance with the COA Plan and to the satisfaction of the COA Monitor; and <br />- ensure that the COA personnel are provided with all documentation required <br />in the COA Plan and project SPECIFICATIONS. <br />2.03 ENGINEER <br />In this COA Plan, Engineer refers specifically to Golder Associates Inc. Engineer is the <br />individual or firm responsible for the design and preparation of the DRAWINGS and <br />SPECIFICATIONS. Engineer is responsible for approving all DESIGN and SPECIFICATION <br />• changes, modifications, or clarifications encountered during construction. <br />2.04 CONSTRUCTION QUALITY ASSURANCE MONITOR <br />The Construction Ouality Assurance (COAT Monitor, also referred to as the "COA Monitor", <br />is the firm or individual responsible for performing the quality assurance tasks outlined in this <br />CQA Plan. The CQA Monitor is the official CQA representative of OWNER and has the <br />responsibility of overseeing the construction quality assurance aspects of the Work. The CQA <br />Monitor may be affiliated with the firm or individual responsible for the design and preparation <br />of the DRAWINGS and SPECIFICATIONS. In this CQA Plan the COA Monitor refers specifically <br />to Golder Associates Inc. The COA Monitor has the authority to stop any aspect of the Work <br />that is not in compliance with the COA Plan. Work would then be resumed once corrective <br />action has been approved by MANAGER. The specific responsibilities of the COA Monitor <br />include: <br />- review the DRAWINGS, SPECIFICATIONS, and related guidance documents; <br />- review all CONTRACTOR submittals and make appropriate recommendations; <br />- observe excavation activities and backfilling operations; <br />obtain preconstruction and construction samples and perform material <br />evaluation testing as required; <br />monitor stripping and excavation activities to ensure that CONTRACTOR places <br />the material in the appropriate stockpile (Structural Fill, Select Structural Fill, <br />• Underdrain Fill, Leak collection and Detection Fill, Underdrain Pipe Backfill, Soil <br />Liner Fill, Drain Cover Filll, if stockpiling is necessary; <br />February 18, 1994 <br />01400.1-2 <br />Section 01400.1 <br />Earthworks COA Plan <br />Revision 0 <br />
