SECTION 01400.1 EARTHWORKS CONSTRUCTION QUALITY ASSURANCE ICOAI PLAN <br />PART 1: INTRODUCTION <br />This plan addresses the construction quality assurance ICOA1 procedures for the installation <br />of the earthworks Isoils) components used for the construction of the heap leach facility at the <br />Cresson Project, Teller County, Colorado. This program has been developed to assure that the <br />construction of the soil components are in compliance with the project SPECIFICATIONS and <br />to demonstrate that the regulatory requirements for the construction are achieved. <br />The objective of this plan is to assure that proper materials, construction techniques, and <br />procedures are followed by CONTRACTOR and that the intent of the design is met. This plan <br />also provides the means for resolution of problems that may occur during construction. <br />This plan addresses quality assurance, not quality control. This COA Plan is independent of <br />the quality control IQCI programs conducted by CONTRACTOR. The intent of the COA Plan <br />is to provide independent third parry verification and testing, to demonstrate that <br />CONTRACTOR has met its obligations in the supply and installation of earthwork (soils) <br />materials according to the design, project SPECIFICATIONS, contractual, and regulatory <br />requirements. Quality control is provided by CONTRACTOR and refers only to those actions <br />taken to ensure that materials and workmanship meet the requirements of the DRAWINGS and <br />SPECIFICATIONS. <br />PART 2.0 DESCRIPTION OF PARTIES TO CONSTRUCTION QUALITY ASSURANCE <br />The following section provides descriptions of the parties to this construction quality assurance <br />• plan including their responsibilities and qualifications. <br />2.01 OWNER <br />In this CQA Plan, OWNER refers specifically to Cripple Creek & Victor Gold Mining Company. <br />OWNER owns and operates the heap leach facility. <br />2.02 MANAGER <br />In this COA Plan, MANAGER refers specifically to Bateman Engineering Inc. MANAGER is the <br />official representative of OWNER and is responsible for all construction activities including <br />oversight and direction during construction. MANAGER is also responsible for coordinating <br />construction and quality assurance activities for the project. <br />MANAGER shall serve as communications coordinator for the project, initiating preconstruction <br />and resolution meetings. As communications coordinator, MANAGER will serve as a liaison <br />among all parties involved in the project to ensure that ongoing communications are <br />maintained. MANAGER shall also be responsible for the resolution of all quality assurance <br />issues. <br />Duties for this position include the following: <br />review and approval of DRAWINGS and SPECIFICATIONS for all soil <br />components of the heap leach facility; <br />- preconstruction coordination with the COA Monitor to ensure that the COA <br />• Monitor has performed similar reviews of the DRAWINGS and SPECIFICATIONS <br />to ensure that the COA Plan can be implemented; <br />February 18, 1994 <br />01400.1-1 <br />Section 01400.1 <br />Earthworks CQA Plan <br />Revision 0 <br />
