d) The sequence of Mining areas reflects an intention to mine the west side first <br />(.Area 1), east side second (Area 2-, and finally the north central area last <br />(Area 3). Mine Plan Maps and the Mine Plan and Reclamation Costs <br />however do not reflect impacts to Area 3 while Areas 1 and 2 are being <br />mined. Please review the Mine Plan, Maps and Reclamation Costs estimates <br />to assess what impacts will take place in Area 3 moving the materials to the <br />Surge Pile Area. It may be easier demonstrate and discuss each area <br />separately in full detail. <br />e) Staff must have a detailed diagram of the proposed convevor svstem in order <br />to calculate the bond and assess impacts. The detail should include typical <br />structures, estimates on the number of structures and the estimated total <br />length of the belt system from excavation to the stockpile area. A separate <br />map depicting the entire belt system should demonstrate all intended <br />structures and important features. <br />f) Please submit a detailed drawing on-the convevor river cross over structure; <br />separate from all other convevor information. <br />g) Please submit a detail of the typical construction of the railcar bridge noted in <br />the Mine Plan and on Map C-2. Also, clarify if this structure is to remain after <br />mining is completed. <br />h) Please submit a detail of the typical secondary containment structures <br />necessary on site for the storage of hazardous materials. The detail should <br />include types of materials used and how constructed. <br />3) The Reclamation Plan states that all earthwork will establish slopes of 2:1 except for <br />ramps that will be left at 7:1. Rule 3.1.5(7) clearly states that in the case of ponds <br />or lakes, 3:1 slopes are required from 10 feet below to 5 feet above the expected <br />water line. The Reclamation Map, F-1, shows and states all lake slopes at 3:1 <br />Please correct the Reclamation Plan to conform to this rule and to match the Map <br />F-1. <br />4) The Mining Plan clearly shows a phased operation. However, the Reclamation Plan <br />is more general in terms.. Please provide staff with a break down of anticipated <br />acreages for dry land seeding and wetlands seeding per mining area. This is <br />necessary to adequately address reclamation costs per phase. <br />5) The Reclamation Plan states under "Weed Control" (2)" if any noxious weeds are <br />identified" the weed plan will be instituted. Based on the Pre-operation inspection, <br />(copy enclosed) thistle, knapweed, Russian olive and tamarisk are all present and in <br />most cases well established. Therefore, it is imperative that the weed plan be <br />instituted prior to any disturbance to the site. The Division does not expect <br />eradication, but must have clear documentation of control efforts if the site is to <br />ever be released from reclamation liability, regardless of it being apre-existing <br />condition. Please submit a detailed Weed Control Plan approved by the Garfield <br />County Weed Control Division. <br />6) Under Revegetation Success Criteria, it is incorrect to state that "noxious weeds <br />are not present in any significant amounts". Please strike this statement. <br />
