Section 34-1-302(1} states "Commercial mineral <br />deposits" means a natural mnreral deposit of limestone used for construction <br />purposes, coal, sand, gravel, and 4uaRy aggregate, for which extraction by an <br />extractor is or will be commercially feasible and regarding which it can be <br />demonstrated by geologic, mineralogic, or otber scientific data that such <br />deposit has significant eco~mic or strategic value to the area, state, or nation. <br />While this statute specifically applies to cournies with more than 65,000 <br />inhabitants, the rationale applies to Montrose County as well. General Goal <br />#4 of the Uncompahgre Valley Master Plan adopted 3une 28, 1958 is to <br />"Enhance economic well-being a~ opportunities for local citizens by <br />developing a sound economic base; encouraging divetsificatioa of the local <br />economy; and ensuring that growth and developmerrt pay then own way. The <br />Special Use sought with this application allows for access to coustnrction <br />materials vital to the public welfare of Montrose County in a location and by a <br />process that minimises the negative impacts that may be associated with such <br />operations. <br />f) This special use is planned for a parcel of agricultural land for which such <br />uses are considered extraordinary but ~ specifically prolu'bited <br />g) The applicant has willingly forwarded to the County all pertinent technical <br />information and has paid all fees levied by the County for application <br />ptocessrng and review. <br />
