Geuerai Rettniremeots for Special Uses <br />a) The use and its location are not specifically addressed in the Master Plan in <br />effect at the time of this application. We therefore request this Special Use <br />Permit based on Morose County Plam~ing and Zoning criteria available at <br />this time. <br />b) The documents presented with this application represent the complete picture <br />of the intended use of this site and we believe fulfill the requirements for <br />Montrose County Special Use Permit Applications, DMG Mining Plan <br />submittals, and requests from Planning Department Staff. <br />c) The site plan conforms to the design standards for General Agricultural <br />District "A° as follows: <br />(I) Lot sire is greater than 1 acre. <br />(2) Drinking water and portable toilets will be on site wben workers are on <br />site- <br />(3) The site is more than ZS feet from any public or private mad right-of- <br />way- <br />(4) The following guidelines will be complied witlL <br />(a) Dogs and other pets shall note be permitted to interfere with <br />livestock on adjoining agricultural lands. <br />(b) The existing road is located a sutTicient distance back from <br />property boundaries so that normal maintenance will not damage <br />boundary fences. <br />(c) Fences already exist to separate the site from adjoining <br />agricultural lands and stock drives. <br />(d) All ditches across of adjacent to the site are owned and <br />maintained by the applicant <br />(e) The site will not be perrrranentty occupied The owner fives in <br />the Montrose area at 584 6530 Road and can be coached at 249- <br />9436. <br />(f) All culverts will be maintained to allow continual flow of <br />irrigation water, return water, and wastewater and on and off site <br />run-o$ <br />(g) E7osting historical easements shall be preserved <br />d) On and off site impacts have been mitigated according to Section XIl of the <br />Montrose County Zoning Resolution regarding Gravel Miming Operarions. A <br />copy of the Mitigation Pian is included with this narrative. <br />e) Section 34-1-301 Subsection (lxa) C_RS. states that "The states commercial <br />mineral deposits are essential to the state's economy". Subsection (lac) <br />states "Such mineral deposits should be extracted according to a rational plan, <br />calculated to avoid waste of such deposits and cause the least practicable <br />disruption of the ecology and quality of life of the citizens of the populous <br />
