drilling rig. The anticipated maximum depth of the 6~ inch
diameter drill hole is 2150 feet. Following completion and logging
of the hole, steel casing will be installed from the bottom to the
surface and grouted to prevent hydraulic movement through the
annulus or subsurface inflow within the alluvium. Casing will be
left protruding a minimum of five (5) feet above the ground
surface to facilitate installation of an entry prevention device
and prevent surface water flow into the borehole. The protruding
casing will be protected from inadvertant mechanical or livestock
damage by fencing.
The drill site will be prepared by stripping the A and B topsoil
horizons from the portions of the site that will be substantially
disturbed (i.e. mudpit, borehole and rig pad) and storing the
segregated soil horizons in an area that will not be disturbed or
exposed to excessive wind or water erosion. A backhoe excavated
mudpit, with dimensions no greater than 10'x8'x6' will be used to
contain drilling fluids and dispose of drill cuttings. Drill
cuttings will be confined within the area of the drill pad where
topsoil has been salvaged and disposed of in the mudpit to the
extent practicable following hole completion. Excess cuttings, if
any, will be spread over disturbed portions of the drill site prior
to topsoil replacement and site reclamation. If drilling or
environmental conditions indicate the need, a small temporary berm
may be constructed on the lowest side of the drill site to prevent
site runoff.
Reclamation will consist of immediately backfilling the mudpit and
regrading the site within one month of hole abandonment or
completion. Disturbed areas on the drill site will be reclaimed in
accordance with CEC's standard procedures as described in pages
205.4-1 through 205.4-9R and 205.3-21Ra of the CEC Mine Permit.
All disturbed areas will be reseeded during the first favorable
season following the development drilling activity with the seed
mixture specified in Table 66 (Pastureland-Hayland) of the Mine
Permit (page 2.05.4-9R). CEC would like to commence drilling as,
soon as possible and has scheduled a drill rig to be on-site
beginning November 1, 1994. We anticipate that all drilling
activities, including exploration drilling described in a previous
submittal, will be completed by early December.
CEC requests that the estimated reclamation cost of $11,000,
including a possible but unplanned twinned hole, be charged against
the current reclamation performance bond surplus amount of $97,000.
The following page presents a detailed breakdown of total estimated
