Cvurus Empire Corooration <br />Dear Ms. Binns: <br />Enclosed, please find the materials which pertain to the above- <br />referenced request for technical revision (TR) to Cyprus Empire <br />Corporation's (GEC's) permit. <br />As previously discussed, CEC intends to drill one development hole <br />within the existing Empire Mine permit boundary which may be used <br />at a later date as a pilot hole for drilling of an underground <br />shaft. The hole will be used to obtain mine planning and design <br />information as described on page 2.05.3-21R of GEC's mine permit <br />application (NO. C-81-044). This TR describes the measures that <br />will be taken to comply with relevant regulations and performance <br />standards under the Regulations of the Colorado Mined Land <br />Reclamation Board for Coal Mining. <br />A single development hole will be drilled in the NE14 SW;f Section <br />30, T6N, R91W within the current Empire Mine permit boundary as <br />shown on Figure 1, Location Map. Although not planned, it is <br />possible that a twinned hole may also be drilled within 30 to 40 <br />feet of the proposed hole (A94). Access to the drilling location <br />will be on lands controlled by Cyprus Empire except for the segment <br />identified on Figure 1 as "Axial Basin Ranch Co". Authorization <br />for access across this piece of property was granted to CEC under <br />the terms of a Surface Owner Agreement included as part of this TR. <br />No new road construction will be necessary for this activity as all <br />access will be via existing roads and overland travel. <br /> <br />The hole will be drilled using a truck-mounted reverse circulation <br />
